A Study On The Sustainable Economic Development Model Of The PPP Project Of Rail Transit In The Greater Bay Area Based On TOD

Nowadays,rail transit has become an important tool to strengthen interregional connectivity of urban agglomerations.However,with the further expansion of construction and operation scale,the basic reality is that the level of sustainable economic development is low.Although the emergence of PPP provides new ideas for the sustainable development of rail transit economy,it still has little effect.At the beginning of 2019,with the implementation of the urban agglomeration development plan of the Greater Bay Area,how to find the specific operation mode to further promote the sustainable economic development of the PPP project of the Greater Bay Area based on the theories related to the sustainable development of the rail transit economy and the status of the Greater Bay Area is an urgent problem to be solved in China.The research results will be of great practical significance to the healthy development of large-scale rail transit in the Greater Bay Area.Firstly,based on the theory of sustainable development and relevant literature research,this paper defines the sustainable development goal of rail transit economy as a virtuous circle of "investment--construction--operation--return--reinvestment".Then,from the perspective of cost-benefit,it is proved that internalization of external benefit is an effective way to achieve sustainable economic development under the condition of relatively fixed cost of rail transit.In order to further research of rail transit internalizing external benefit essence,find internalization maneuverability to implement ideas,this article from the perspective of railway income generation and constitute the launch rail transit internalizing external benefit essence is to track traffic on the site surrounding land value-added internalizing external benefit to the earnings of umt itself,thus to achieve the internalization of the external benefit maximization,establish the rail transit owner unit should acquire the land surrounding the rail transit site and TOD development feasibility of implementation.After that,by enumerating the successful operation mode of sustainable development of rail transit economy at home and abroad based on TOD and comparing with the status of China's mainland,the key to the successful operation mode of sustainable development of rail transit economy based on TOD and the obstacles to the replication of the mode in China's mainland are summarized.Finally,based on the status of the Greater Bay Area,the short-term and long-term models ofsustainable development of rail transit economy in the Greater Bay Area based on TOD are designed under the PPP operation framework.The research results show that the urban agglomerations in the Greater Bay Area in China have sufficient preconditions for the implementation and operation of the sustainable development mode of rail transit economy based on TOD in terms of policy environment,application environment and technical experience.At present,China does not allow SPV to adopt the short-term model when conducting land sales independently.With the gradual optimization of land policies and the deepening of economic system reform,the sustainable economic development model of rail transit PPP project based on TOD is gradually transformed into an ideal long-term model.In order to ensure the smooth implementation of the short-term and long-term economic sustainable development model of the PPP project of rail transit on the whole,Our government should be in rail transit the PPP innovation and functional configuration,land resource management,along the rail transit TOD professional talent training and rail transportation resources integration and so on should give policy support to improve,to ensure economic sustainable development of rail transit in our country the PPP project goal smooth realization,thus promote the development of urban agglomeration coordinated economic equilibrium.
