Since the reform and opening up,China’s economy has made great progress.In 2017,China’s GDP increased by 33.5 times compared with that in 1978,doubling every 8 years on average.Due to advantageous geographical position and reform and opening-up policy,the coastal areas have rapidly become regions with the strongest economy base and the highest level of development.On the one hand,in the process of development of coastal areas,many problems have been found and corresponding policies have been made to solve it,which provide a good reference and guidance for the "deep water zone" that China’s reform have entered and the central and western regions.On the other hand,in the process of economic development,the development and use of land plays a dominant and decisive role in economic development.Land is the carrier of regional economic development and directly related to the speed of regional economic development and "green development".Therefore,it is significant to analyze and evaluate the land use benefit of coastal areas to summarize the experience and shortcomings,which provides important guidance and reference for the further development of coastal areas and the development of central and western regions.This paper selects the 14 coastal cities opening up in 1984,that is,Tianjin,Qinhuangdao,Dalian,Shanghai,Lianyungang,Nantong,Ningbo,Wenzhou,Fuzhou,Qingdao,Yantai,Guangzhou,Zhanjiang and Beihai as the research objects.Choosing relevant indicators from economic,social and ecological environmental benefit of three aspects to establish the indictor system of benefit evaluation of land use.And the following results are obtained by using BP neural network and disorder diagnosis as empirical and application analysis:(1)Among different types of coastal cities,the constraints of their land use benefit are different.For the cities of the first class,the basic ecological conditions and the level of environmental governance are the most important factors restricting their land use benefit.For the cities of the second class,the level of land input and output and the basic ecological conditions are the most important factors of restricting their land use benefit.For the cities of the third class,the social and economic development level are the most important factors restricting their land use benefit.(2)There are obvious regional differences in land use benefit in coastal cities.They are as follows from high to low in turn: the first class of a higher level,including Tianjin,Shanghai,Qingdao and Guangzhou,up to 0.5745 and the lowest 0.3098 with a mean of 0.4221;the second class of a medium level,including Dalian,Nantong,Fuzhou,Ningbo,Yantai,Wenzhou and Lianyungang,up to 0.2755 and the lowest 0.2088 with a mean of 0.2468;and the third class of a lower level,including Qinhuangdao,Zhanjiang and Beihai,up to 0.1890 and the lowest 0.1689 with a mean of 0.1817.(3)According to the problems about land use in coastal cities,the economic benefit and ecological and environmental benefit should be focused on in order to improve the comprehensive benefit of land use.One is to safeguard the rational demand of land use to promote economic development to improve the economic benefit,And the other is to popularize the environment-friendly land-use model to improve the ecological and environmental benefit.
