A Practical Composite Evaluation Method To The Value Of IT Projects In ‘A' Insurance Enterprise

From the perspective of project investment,comparing to other ordinary project or property investment,the evaluation to the value of IT project is considered much complicated.The business value of traditional projects is easier to measure,and it is often presented as explicit economic benefits.But the value of IT projects is relatively much difficult to measure,and often affected by various environmental aspects.Many researches regarding IT business value strongly suggest that IT can bring significant improvement to the company's performance,or uplift the competitive ability of the organization,but this advantage is often obtained by the indirect influence to the organization elements by IT systems.When an organization is reviewing a project build request,the management committee needs to consider various aspects of the value the project can bring to the organization.The committee needs a standardized evaluation process and framework to consolidate the evaluation results of different types of aspect.We believe the objective of implementing IT projects must keep aligning with the company's strategic goal.This could ensures the IT implementation to better support and facilitate the organization's long term success.In order to identify the key elements of the organization's strategy,and consequently establish connection with IT KPIs,Balanced Score Card is one of the suggested tool.This paper intends to utilize the theory and methods of strategy management,information management and project management to identify the key elements of the strategy of the organization and IT,and build tight alignment in between,and look for a method to recognize and evaluate the IT project business value to the organization.The method will be used in the company's project management practice.
