Research On Problems And Countermeasures Of Old-age Security In Rural Area

According to the quick development of China economy,its urbanization raise highly,more than ten millions of people flood to the city from the country.Meanwhile,the aging rate raises every year since 2000.It has up to 9.975 million people in rural area over 60 years old in 2017.Under the background of urbanization and aging,badly rural hollowing challenges the old-age security in rural area.The present old-age security in rural area can not satisfy large elderly people's need.They can not get powerful security in economy,daily nursing and mind comfort.Let every elderly people can realize the dreams of “The disease is cured,the old are raised,the weak are helped” is a big thing to our party and government,also a good way to develop the beauty country.This article reviews the relevant literature and data on old-age security and uses case study questionnaire survey to analyse the situation of old-age security in Fuqing,Guangdong Province.The article analyzes the basic situation of local elderly people's family,economic support,health status,living care status,spiritual consolation,social insurance status and pension demands.It's found that in Fuqing,Guangdong Province,there are such problems as the weakening of family pension function,backward concept,insufficient endowment resources,slow development of social endowment and low level of social security.The reasons for the existing problems of local old-age care were explored from the perspectives of individuals,families,society and the government,mainly due to the low personal cultural level,poor economic conditions,conservative ideology and weak legal awareness of the elderly people.The family burden is big,children's traditional filial piety culture is lost ceaselessly;The dual impact of aging of population,urbanization and lower level of local economic development;The local government's concept of old-age care service is relatively backward,relevant old-age security policies are not perfect,and the level of old-age security is low.On the basis of widely absorbing the research results of domestic and foreign scholars,this paper proposes to transform the concept of individual endowment and strengthen the legal awareness.We should carry forward the traditional filial piety culture and consolidate the position of family pension center.We should actively develop rural economy,build rural old-age care through collective support and PPP mode,vigorously develop AI apps and solve the problem of insufficient resources.We will give full play to government functions,improve the old-age insurance and medical insurance systems for urban and rural residents,update the concept of old-age service,and improve the level of old-age security in rural areas.It is hoped that the rural elderly can actually improve their living standards and the local rural pension security system will be improved continuously.
