A Study About The Governance Of Shared Bicycles In Changsha

With the advent of the "Internet +" era,the shared economy model emerged.As a typical representative of the shared economy,shared bicycle has been favored by the general public with the concept of "low-carbon,green,and shared".However,while sharing bicycles to help the public get through the "last kilometer" of travel,it has also led to many problems,such as chaos,wanton destruction,difficulty in refunding deposits,and vicious competition among companies.These problems not only hinder the healthy development of the shared bicycle industry,but also add difficulties to the public governance of the city.Based on the public management of shared bicycle in Changsha,the author tries to analyze and study the main factors affecting the management of shared bicycle in Changsha city from three aspects: the government,the enterprise which is operating subject and the consumer of which is using subject.And this thesis aims to comb out the responsibilities of the government in the growing process of growing up with bicycles,and to find out the shortcomings and defects in the management of shared cycling in Changsha city under the shared economy.By using the methods of literature inquiry,questionnaire survey,and comparative analysis,together with learning from domestic and foreign advanced urban governance experience,and domestic and foreign experience of advanced urban governance.To the author refines measures and countermeasures to enhance the capacity of shared cycling public governance in Changsha under a shared economic environment,in order to improve the government's understanding of the current situation of shared cycling enterprises,increase the degree of boost cooperation between the government and enterprises,and to promote the development of shared cycling in Changsha.It provides a theoretical basis for the government to issue policies to deal with various problems of sharing bicycles,thus improving the adaptation efficiency of public governance in Changsha and promoting the healthy and orderly development of the shared economy.
