Research On The Regulation Of Shared Bicycle From The Perspective Of Multiple Governance

With the rapid development of the Internet and sharing economy,Shared bikes have become popular in China.Sharing bikes play an important role in easing urban congestion,protecting the environment and solving the problem of citizens' "last kilometer" travel,which provides great convenience for citizens to travel and has been widely used by citizens.The state also attaches great importance to the emerging industry of Shared bikes,and has issued the guidance on encouraging and standardizing the development of Internet rental bikes,advocating the development of Shared bikes.But sharing a bike in use also exists some problems that cannot be ignored,Shared cycling can be stopped on the road at random,bike ride share violate the traffic rules,artificially damaged vehicles,Shared cycling is occupied by a private,Shared bicycle users gradually stand out such problems as lack of security deposit refund,share the bicycle to the use of wide attention by the society,the government how to monitor sharing problems in bicycle use is important to the development of the Shared cycling is an important problem.To solve above problems,in the related literature at home and abroad were reviewed,observes,on the basis of Shared cycling in China by means of questionnaire survey analysis of existing problems in the development,through the analysis of the results of the survey,found that Shared bicycle use in the causes of these problems lies in the following aspects:the lack of laws and regulations related to the constraint mechanism,share the bicycle industry is weak,cooperation among government,enterprises and users of governance mechanism has not yet been established,the related construction lag behind,part of the Shared bike users own quality is low.In order to solve the existing problems in the development of Shared bikes,this paper draws on the advanced management experience of France,Japan and other countries,and puts forward countermeasures and Suggestions to strengthen the supervision of the problems in the use of Shared bikes by using the theory of multiple governance.The details include:first,improve the laws and regulations on governance,and jointly formulate the Shared bicycle industry standards by the government and enterprises;Second,industry supervision should be strengthened,and the state and enterprises should cooperate to establish a platform for monitoring information of Shared bicycles.Third,the government has incorporated bike-sharing into the urban transport system.Fourth,the government and enterprises should strengthen publicity and education.Fifth,we will increase penalties for violations.
