In recent years,the academic community has become more familiar with trade facilitation,mainly because the decline of traditional tariff levels and the influence of non-tariff barriers have gradually declined in the field of international trade.But there are still some factors that hinder the development of trade liberalization,such as cumbersome import and export customs procedures,backward infrastructure and opaque policy system.Therefore,trade facilitation has gradually become the focus of attention of governments and scholars at home and abroad in recent years.In 1991,after China joined APEC,it also embarked on the road of promoting trade facilitation.Agriculture is not only an important area of cooperation between China and APEC countries and regions,but also a priority area for APEC countries and regions.Therefore,based on APEC countries and regions,the impact of trade facilitation on China's agricultural exports is not only provide theoretical and empirical research for China's agricultural exports to APEC countries and regions,but also full practical significance.This paper takes APEC countries and regions as research objects,and starts with the concept of trade facilitation and related theories,and analyzes the current situation of China's agricultural exports to APEC countries and regions in 2010-2017,mainly from three aspects: the overall export scale,export market and export commodity structure.In terms of the selection of trade facilitation indicators,based on the research results of many scholars,according to the characteristics of agricultural products researched in this paper,the “agricultural policy cost” index was added to enrich the trade facilitation index system,and the level of trade facilitation of APEC members was measured,and conduct a specific analysis of China's trade facilitation level,according to previous scholars' research,APEC members are divided into countries with very convenient trade,countries with relatively convenient trade,countries with convenient trade and countries with inconvenient trade according to the level of trade facilitation.The level of trade facilitation of members is quite different,and China's level of trade facilitation is at the general convenience level in APEC,and there is still much room for improvement.The gravitational model was used in the empirical part to analyze the relationship between the trade facilitation level of APEC countries and regions and the export value of China's agricultural products,and the four sub-indicators of trade facilitation were also added to the model for regression.Through empirical research,it is found that the improvement of trade facilitation level in APECcountries and regions is conducive to promoting the export of Chinese agricultural products.The impact of the four first-level indicators on China's agricultural exports is different,and the infrastructure,institutional environment and e-commerce all have an impact on China's agricultural exports.Finally,based on the results of empirical research,policy recommendations are proposed.
