A Study On The Relationship Between Industrial Agglomeration,Industrial Structure Optimization And Upgrading And The Development Of New Urbanization

Since the late 1970s,China has attached great importance to the development of urbanization.From the eighties to the present,although the level of urbanization in China from 17.92%to 56.1%,the level of urbanization is still at a low level.Because our country is still below the developed countries'average level.China is even lower than their average urbanization level which are comparable to China's current level of development.If the current urbanization level is in the speed of increasing 1%per year,by 2040 China's urbanization rate would reach the level of urbanization in developed countries now.If the urbanization rate of water squeezed out(such as those only households into the urban population,and in fact did not essentially become a town population),China's urbanization level is only about 30 percent.This indicates that China has a huge development potential and growth space in advancing the new urbanization process.It needs to accelerate the pace of development and increase the intensity to stimulate economic growth,consume the remaining factors of production and optimize the employment structure.In the process of new urbanization,we can not blindly ask for fast.It is necessary to ensure that the growth level of urbanization is consistent with the current degree of economic development.The pace and scale of urbanization should be coordinated with industry support and employment bearing level.In the process of promoting the harmonious development of urban and rural areas,we should try our best to prevent the phenomenon of "empty city".People-oriented new urbanization,not only the surface of the household registration by the rural household,change the non-farm accounts.But to achieve the rural areas within the surplus labor force of stable employment,improve the rural areas within the scope of the surplus labor force living support measures.The main content of this study is the industrial agglomeration,industrial structure optimization and upgrading impact on the new urbanization,we study the question through the empirical and theoretical research methods.On the basis of summarizing the relevant literatures at home and abroad,it clarifies the top priority of the new urbanization construction must be people-oriented,not the traditional meaning of the population of the people.The new urbanization must be in the medical,income,education,Housing and other aspects of the rural population to provide protection.In addition we also know that the industrial agglomeration is the fundamental path to implement the new urbanization.With the development of economy and the continuous improvement of industrial agglomeration degree,this can improve the urban labor force transfer and the absorptive capacity of rural capital,strengthen the comprehensive carrying capacity of cities and towns,so as to further strengthen the comprehensive economic strength of cities and towns,so that cities and towns in the competition Advantages,industrial agglomeration so that the same type of industry is highly concentrated,resulting in an industrial cluster,in the industrial cluster,the division of labor is very fine and professional,thereby enhancing the industry's production efficiency.On the other hand,enterprises in the same industry cluster can achieve resource sharing in terms of information resources,production of labor,technology,and supporting infrastructure.So as to achieve the same industry cluster to reduce the production costs of enterprises,and ultimately reduce the cost of developing new urbanization.Industrial agglomeration through its own effect,to promote the optimization and upgrading of industrial institutions,and optimize the upgrading of industrial structure requires all kinds of production factors from the first industry to the second and tertiary industries,agglomeration,to achieve transfering and gathering all kinds of production elements from the primary industry to the second and tertiary industries,we should increase the efficiency and profit level of the second and third industry production,so as to attract labor productivity,investment,high technology and other capital production factors transfer from the first industry to the second and third industry.The gathering of population and industry reflects the process of new urbanization.The rapid rise and growth of the second and tertiary industry not only realized the full employment of the indigenous people of the town,but also absorbed a large number of the transfer of population of rural areas,It increase the speed of the rural areas of surplus labor to the process of migration.On the basis of career changing,we solve the process of farmers' household registration,education,housing,pension,employment and other social security issues,so that they fully integrated into the city,the real conversion to the public;we know that industrial structure optimization and upgrading process is the process of promoting new urbanization.This paper studies the mechanism of industrial agglomeration by directly studying the influence of industrial agglomeration and indirectly affecting the construction of new urbanization and indirectly affecting the upgrading of industrial structure.In this paper,the quantitative and qualitative analysis of the status quo of the new urbanization in 31 provinces in China is mainly based on the establishment of the index system of industrial agglomeration level of 31 provinces in China,the comprehensive index system of industrial structure,the new urbanization Of the comprehensive index system.And then use the empirical study of 31 provinces in China industrial agglomeration,industrial structure optimization and upgrading of the impact of the new urbanization.Finally,according to the conclusions of theoretical and empirical research on China's 31 provinces and cities of industrial agglomeration,industrial structure optimization and upgrading of new urbanization construction policy recommendations.
