As China's economy enters the new normal,there are still supply-demand contradictions and structural problems in the housing market.Seeking benefits for the people and relieving their worries have always been the basic value yardstick of the national government.The new dynamics of the real estate policy and the new trend of the housing market are still the focus issues.In the "two sessions" in 2019,we will improve the housing system,implement the main responsibility of cities,adhere to the structural adjustment and transformation,and vigorously cultivate and develop the housing rental market.Therefore,from the perspective of Marx's equilibrium theory,it is an inevitable choice to discuss the housing market reform of "equal right to rent and sale" to solve the unbalanced development of the real estate market,and it is also an important subject to study the housing market in the new era.Starting from Marx's equilibrium theory,this paper discusses theconnotation of housing reform with the same right of renting and selling,and analyzes the relationship between Marx's equilibrium theory and "renting and selling with the same right".Second in Marx's theory of equilibrium of supply and demand balance of related theory from the perspective of supply,demand and structural imbalance between supply and demand of housing market development present situation and the analysis of existing problems,find out the "symptoms" of the housing market,and then analysis market with right "to" rental housing reform in the field of political,economic and social reasons;Three representative cities,guangzhou,Beijing and taiyuan,were selected to study the practical application of the housing reform of "equal right to rent and sale",and to find out the latest contents and highlights of the housing reform of "equal right to rent and sale" in the three cities.Based on this,the paper puts forward feasible measures to promote the balanced development of the real estate market from the government level,the real estate enterprise level and the individual level respectively,and explores the countermeasures to cultivate and develop the housing market with "the same right to rent and sell".The government should promote the diversified and comprehensive development of the housing market from the perspectives of supply-side structural reform,precise regulation,one city one policy,construction of affordable housing,straiening the relationship between the market and thegovernment,and development of the housing rental market.Financial institutions should strengthen coordinated development and properly link housing reform with the market mechanism.Real estate enterprises should accurately grasp the trend of the real estate market,highlight cost reduction,maximize the potential of the housing rental market,and explore a new rental rental model integrated with big data and intelligence,so as to realize the sustainable development of real estate enterprises.As the main body of the real estate market,individuals should consider their own consumption level,rationally analyze the new trend of the real estate policy,and rationally participate in the real estate market transactions according to their own needs.
