Entering the new era,it has become the most important task for the whole party and the whole country to solve the problem of insufficient and unbalanced development to meet the needs of the people for a better life.The strategy of rural revitalization at the 19 th CPC National Congress is encouraging.General Secretary Xi Jinping has repeatedly stressed the need for the whole society to speak out about the rural "strength,prosperity,and beauty" and to fight a tough battle to revitalize the countryside.One of the goals of the rural rejuvenation is the prosperity of the industry,and the integration and development of the primary,secondary and tertiary industries in the countryside is the cow nose to realize the prosperity of the industry.As an important hand of rural revitalization,rural primary,secondary and tertiary industry integration development challenges and opportunities coexist.From the perspective of rural revitalization,it is necessary to re-explore the practice of the integration and development of the primary,secondary and tertiary industries in rural areas,clarify the problems of integration and development,and clarify the causes of the problems,then put forward practical countermeasures and suggestions.Based on Marx's and Engels' theory of urban-rural integration,Marx's theory of division of labor and cooperation and Xi Jinping's thought on rural revitalization,this paper closely combines the strategy of rural revitalization.Through to the typical pattern and the typical case elaboration combs our country rural industry amalgamation development practice.Based on the national conditions and the actual situation of each region,this paper further clarifies the current dilemma of rural industry integration,clarifies the causes of the problems,and summarizes the experience and shortcomings.On the premise of deeply probing into the enlightenment of rural revitalization strategy to the integration and development of primary,secondary and tertiary industries in rural areas,countermeasures and suggestions are put forward.In order to achieve the prosperity of rural industries and promote the development of rural agriculture to make a useful exploration.Fortunately,we come to the following conclusions.(1)The exploration and practice of the integration development of primary,secondary and tertiary industries in rural areas should be guided by the theory of urban-rural integration,the theory of division of labor and cooperation,and Xi Jinping's thought of rural revitalization.Rural revitalization and rural industrial integration development show a two-way interactive trend: rural industrial integration development is an important way to achieve rural revitalization,rural revitalization to create favorable conditions for rural industrial integration development.(2)Through the analysis of the typical mode and demonstration park of rural industrial integration in China,it is clear that there are mainly low-level integration of industries and low quality of the fusion subject in the perspective of rural revitalization.Industrial infrastructure is weak,technical factors are limited,benefit linkage is loose and agricultural productive service function is one and six major problems.Through case analysis and theoretical analysis,the main causes of the problem are as follows: the development of rural industry integration is more important than multiplication;the growth of integration subject is limited inside and outside;the lack of planning for industrial infrastructure construction and the lack of funds;the integration of development talents and the shortage of new technology;Interest linkage mechanism is not perfect;demand and supply of agricultural producer services are weak at both ends.(3)The enlightenment of rural revitalization strategy to the development of rural industrial integration is to adhere to the leadership of the Party,to ensure the basic status of rural agricultural development,to adhere to the improvement of urban and rural integration system and mechanism construction,to link up the relationship between small farmers and modern agriculture;Co-ordinate cultural,ecological and economic development.(4)The key to solving the problem of the integration and development of rural primary,secondary and tertiary industries is to extend the chain of integration and development of rural industries,improve the quality of the main body of integration and development,scientifically manage industrial infrastructure,broaden the channels of capital for infrastructure construction,and improve the supply level of technical elements.Besides,we will innovate and improve the mechanism for linking interests and build a productive service platform for villages and towns.
