Research On Financial Support Measures For The Integration Of Primary,Secondary And Tertiary Industries In Rural Areas Of Hunan Province Under The Background Of Rural Revitalization Strategy

As socialism with Chinese characteristics enters a new era,the main contradictions of society have been transformed into contradictions between the growing needs of the people and the development of unbalanced development.In rural areas,it is necessary to solve the growing needs of the peasants and the rural areas.The contradiction between the imbalance of inadequate development.To this end,the party's 19th National Congress report proposed to implement a rural revitalization strategy.The rural revitalization strategy puts the prosperity of the industry at the forefront,and how to promote the integration of rural one,two,and three industries is particularly important.Since the Central Document No.1 in 2015 proposed to promote the integration of rural primary,secondary and tertiary industries,Hunan has successively introduced a number of policy measures and launched four pilot projects for the integration of rural,secondary,and tertiary industries.In view of the role of financial resources allocation and the reality of rural industries,the promotion of the integration of rural primary,secondary and tertiary industries cannot be separated from financial support.Therefore,it is of great significance to study the financial support of the integration of rural one,two,and three industries in Hunan Province under the background of rural revitalization strategy.This article mainly uses the theory of industrial integration and industrial finance,and adopts a combination of face-to-face and key investigations.Firstly,it expounds the concept and theoretical basis of the integration of rural one,two and three industries and its financial support,and puts forward the basic requirements of the rural revitalization strategy and the integration of rural one,two,and three industries,and the rural revitalization strategy for the financial support of rural one,two,and three industries.Secondly,it analyzes the integration policy measures,integration mode,integration pattern and integration effect of rural one,two,and three industries in Hunan Province,as well as financial support institutions,financial support scale,financial support scope and financial support model.It is found that the integration of rural one,two,and three industries in Hunan Province has achieved initial success.The characteristic industrial clusters have gradually emerged,the comprehensive production capacity of rural areas has gradually increased,new types of business entities have emerged,and new agricultural forms have emerged.The pattern of rural industrial integration in Hunan Province mainly includes industrial chains.The extension and integration model,the expansion and integration model of agricultural functions and the development of a new mode of integration of agricultural industries,the financial support for the integration of rural industries mainly include the industrial chain financial model,the "political and financial insurance" integrated financial model and the agricultural industry fund financial model.Thirdly,it analyzes the problems existing in the financial support of the rural one,two and three industries in Hunan Province,and further analyzes the reasons for it.It finds that the rural financial system is not perfect,the supporting mechanism is imperfect,the internal motivation of financial support and external pressure are insufficient,and the main body is integrated.The weak strength and other reasons have led to insufficient financial support,low long-term large loans,low financial support products,weak services,unbalanced financial support,limited scope,insufficient depth,poor financing channels,and poor accessibility.Finally,it puts forward suggestions for strengthening the financial support for the integration of rural one,two,and three industries in Hunan Province,namely,establishing the responsibility and assessment system for implementing the rural revitalization strategy in the financial sector,improving the financial support institutions and product systems,improving the supporting mechanisms for financial support,and strengthening financial institutions.Support the power,enhance the strength of the integration of the main body and innovative financial support model.
