Study On Improving Quality And Efficiency Of The New Rural Reconstruction In Zengcheng District

People is the foundation of the country,the country will be safe if the foundation is firmed.For a long time,the issue of farmers and rural development has been the focus of our country,how to promote the sustainable development of rural areas has become the issue we must pay attention to.In the fifth plenary session of the 16 th CPC central committee,the communist party of China proposed to "comprehensively build a new socialist countryside".Since then,from 2006 to 2009,the state council has focused on issues related to agriculture,rural areas and farmers in the form of four "no.In October 2017,xi jinping proposed in the report of the 19 th CPC national congress that the development of socialism with Chinese characteristics has entered a new era and comprehensively implemented the strategy of rural revitalization.The opinions of the central committee of the communist party of China and the state council on the implementation of the rural revitalization strategy in the first document of the central committee of the communist party of China in 2018 further put forward clear requirements on China’s rural revitalization,especially in the aspects of "improving the level of rural people’s livelihood,shaping the new style of beautiful villages"and "promoting the upgrading of rural infrastructure".Under the background of the macro policy of building a new socialist countryside proposed by the CPC central committee and the state council,guangzhou held a rural work conference in 2007 and proposed to carry out city-wide village planning.According to the actual situation of local economic and social development,zengcheng city adopts the idea of "taking points and taking sides".First of all,45 administrative villages are selected for the pilot project in combination with the key areas of the city.After accumulating certain experience and practical basis,the preparation is carriedout comprehensively,which effectively improves the efficiency of various work.By 2009,the city has completed the planning of 282 administrative villages full coverage target.At the 8th plenary session of the 10 th CPC provincial committee in 2011,wang Yang,then party secretary of guangdong province,proposed to "accelerate the transformation and upgrading and build a happy guangdong",which set off a new round of more powerful and more profound promotion of the economic transformation and upgrading of the whole province.Since then,the guangzhou municipal party committee has officially sounded the clarion call for the construction of "beautiful countryside",and the building of "beautiful countryside and happy village" has become an important part of the "12338" decision and deployment of the guangzhou municipal party committee and government.In 2012,zengcheng city launched the first batch of 10 pilot villages,including xiaji village,zhongxin town.In accordance with local conditions,various works were promoted,and the construction of beautiful villages was carried out steadily.According to the strategic deployment of guangzhou municipal party committee and guangzhou municipal government,the new round of administrative village planning and approval work was carried out in 2013 with the goal of vigorously promoting the construction of beautiful villages,and the "guangzhou village planning and implementation work plan" was formulated.According to its requirements,zengcheng needs to first carry out revision of village layout planning to guide the classification compilation of village planning at the lower level,and carry out the project of village layout planning of zengcheng(2013-2020).Therefore,the rural construction of zengcheng has its own typicality How to achieve equal development between urban and rural areas? How to break through the obstacles of improving the efficiency and quality of development,give full play to the guiding and controlling role of planning policy in urban and rural construction,and seek the inner power of village development to realize the rural revitalization?
