With the development of social economy and the changing of public demand,our government has begun to transform from a management type to a service-oriented government.However,there are still many problems in the actual operation of public sectors such as government and other sectors.In terms of human resource management,compared with rapidly developing foreign companies and state-owned enterprises,the human resource management mode of most government institutions in China is relatively old,which is out of step with the development of the unit,and the human resources development system is seriously lag.With the advent of humanistic management and the era of knowledge economy,undoubtedly,human resources has become the core resources of government agencies,and the personnel management mechanism of government departments has gradually developed to the fundamental direction of human resource management.Through a comprehensive and systematic investigation and analysis,it explains the background of the research,the purpose of the study and the significance of writing this dissertation.Through the research of literature review at home and abroad,we can understand the history and present situation of the theoretical views,and introduce the ideas and methods of research.Then it discusses the related concepts and theories involved in human resource management,and introduces the advanced experience of human resource management at home and abroad,and draws some useful lessons from it.Next,taking the human resource management of the F Bureau in Dongli District of Tianjin city as the specific object analysis,and select five groups of people to investigate the satisfaction of the human resource management in the F Bureau,and summarize the nine aspects of the lowest satisfaction and the most prominent reflection.It concludes that the wage system lacks the positive role of leading the work efficiency and the lack of the construction of the performance appraisal information system,and analyzes the causes of the five problems from the three aspects of thought,system and implementation.Finally,we put forward the countermeasures to improve the human resources management of the F Bureau in Dongli District,in order to enrich the theoretical research in the field of human resource management,and play a guiding role in the related practice activities.
