With the fast development of society in economy, human resources are becoming more and more important to enterprise development and gradually becoming core resources of an enterprise. The level of human resources management ultimately determines the competitiveness of enterprises. An enterprise must have competitive advantage in human resources so as to have ability to compete against other rivals. The way to scientifically manage, rationally utilize and efficiently develop human resources is considered to be the key to the success of enterprises. Therefore, the plan to strengthen and improve human resource management is the problem urgent to settle. It is practical to give whole analysis and evaluation of enterprise's human resources management system.The paper first describes the content of human resources management, characteristics, specific mission, objectives, significance, etc. Then on the base of summarization of actuality, problems and propose appropriate countermeasures of human resource management in the State-Owned Enterprises in China, the paper analysis the background and status of the State-Owned Enterprises in Dongli Lake Area, identify the problems existing in enterprises'human resource management and finally put forward the suggestions about the future pattern, trend, framework, setting principles, as well as personnel collocation of human resource management of Dongli Lake Area, in order to perfect the human resource management, establish modern business administrative framework and improve the enterprise competition capacity.
