As the resident population and floating populationin L City growscontinuously and rapidly,the difficulty of the social management is becoming harder and harder.Because civil servants is grasped tightly,the number of agencies institution in M district is far enough to meet the demand of daily management.In order to solve the problem of government departments to "a small cart",there is a large number of temporary workers play their roles in government institutions in the administrative assistant and grass-roots service.Although contractors have appeared in recent 30 years,the agency institution of workers in the daily management is still in the traditional personnel management phase,no setting up scientific human resources management concept,nor lacking of effective means of human resource management.The weaker management concept leading to hire staff management always cannot be guided effectively.The weaker management system existing,the more seriously temporary workers team anti-eliminating phenomenon escalating.Workers in the management fall behind resulted in the overall quality and time.On one hand,workers in the team is getting larger and larger,on the other hand,it has not been gotten effective management and development,which has a direct impact on the efficiency and quality of public service.What's more,it damages the image of the government.If we can solve the employment in the various problems existing in the personnel management,it will not only improve the urban management modernization level which has the practical significance for the L city,but also set up a good examplefor other areas solving the similar problem.By studying the hired personnel management problems both at home and abroad,the author found that most scholars at home and abroad studied the phenomenonfrom the introduction of market competition mechanism,human resource planning,contract research aspects proceed in heart.The strategic human resource management as a new way of human resource management,but there was no scholar from the Angle of view to study in the personnel management problems.Therefore,this paper studied the theory at home and abroad at the systematic sight,and then surveyed from the development of the strategic human resources management theory and the analysis on the characteristics of strategic human resource management,combining with the actual in M area,through the analysis of the management of workers in the presentsituation and the development strategy of M area,setting up the concept of strategic human resource management.Attempt to formulate hires in the strategic human resources planning and human resource management model,a comprehensive scientific configuration personnel,improving the system of recruitment,to strengthen performance management,specific measures such as strengthen the salary incentive and enhance personnel quality,discusses the methods to solve the problem of workers in the management.Through making experiments in some units in M district,the trend of total staff growth has been curbed effectively,the overall quality and staffing efficiency of the temporary staffing team have been further enhanced,and the goal of stimulating the teamwork of temporary staffing staff has been basically achieved.In order to meet the people's increasing needs and earn better life,it provide powerful guarantee as well as balance the contradiction during the inadequate development.
