Innovation is an important driving force for national economic growth.To build an innovative country,China needs a national innovation strategy with Chinese characteristics and a national innovation system.The state vigorously promotes the implementation of the innovation-driven development strategy.The technology enterprise is not only an important carrier for the country to implement mass entrepreneurship and innovation,but also a powerful driving force for the development of the national economy and the main body of the market economy.However,as far as the development of China's science and technology enterprises is concerned,life expectancy is short,financing is difficult,project establishment is difficult,internal governance is difficult,and it is difficult to keep people...The road to innovation and development of China's science and technology enterprises is struggling.With the advent of the era of big data,a new turnaround has emerged in solving the problem of information asymmetry.Therefore,to build a technology enterprise innovation and development capability evaluation system in the context of big data,in order to effectively improve the innovation-driven upgrade and transformation level of China's technology companies.Whether it is to provide reference for government project decision-making,to provide advice for the direction of investment and financing,or to provide self-diagnosis for enterprises to improve their ability to innovate and develop,it is particularly necessary.The key way for the enterprise to develop and praise vigorous vitality is to improve the ability of innovation and development.The innovation ability of the enterprise is the core competitiveness of the enterprise,and the development ability of the enterprise is an important part of the performance evaluation of the enterprise.On the basis of the existing literature and expert investigation,this paper,starting with the use of cumulative data,combines the dynamic and static data with the depth and breadth of the index system at the same time,and uses the Delphi investigation method and the analytic hierarchy process under the weights of the expert judgment power from the two aspects of the innovation process and the innovation performance.The system deconstructs the index system selection and weights calculation under the expert group decision,and finally obtains a complete evaluation model of enterprise innovation capability.The conclusion of the paper is in conformity with our expectation.For the scientific and technological enterprises under the conditions ofChina,the innovation and development ability of the enterprises can not be judged by the innovation performance alone.The conclusion shows that both the innovation process(50.40%)and the innovation performance(49.60%)are important for the innovation and development ability of the enterprise.At the same time,entrepreneurs' operating performance(7.43%),corporate governance structure(6.44%),main business income(7.49%),R &D input intensity(7.60%),authorized patent number(7.84%)and other 5 evaluation indexes are more important in the evaluation,while technology transfer income(2.46%),sales income(2.94%),Foreign exchange earning(2.46%),paid tax(2.78%),and no application or discontinuation of technical data(1.77%)are of relatively low importance.
