China is an agriculture-based country.Agriculture,rural areas and farmers are among the top concerns and priorities of the party and the people.The agricultural population occupies more than half in China.How to guarantee the farmers' income,rural stability and agricultural growth is not only an important part of the yearly NO.1 file,but also affects the national and social stability.Therefore,the agricultural subsidy policy which is an important policy was introduced in order to solve the problem of "agriculture,rural areas and farmers".This paper is a research based on Chinese agricultural subsidy policy,which made basic analysis of existent problems and optimization measures.Firstly,this paper studied the research of domestic and foreign literature and basic theory of agricultural subsidy policy.The paper discussed the policy's present implement situation and analysed existing problems by related research methods,which summarized seven specific existing problems.This paper has carried on comparative analysis of the agricultural subsidy policy in the United States,Japan and South Korea,which put forward five optimization measures based on Chinese national conditions: To clear the principles of the agricultural subsidy policy;To ensure food security as the key point of capital investment;To intensify subsidies of agricultural ecological environment construction;To strengthen the construction of agricultural subsidies legalization and institutionalization;To make specification of the management system of the agricultural subsidy policy.The research which is to improve the agricultural subsidy policy,to solve the problem of agriculture,rural areas and farmers,to ensure national food security,to deepen the research on related theory,has certain reference value.
