Social changes are accelerating and the competition in the industry market is becoming increasingly fierce.Meanwhile,in terms of the employment of the labor force,the aging problem of the labor force is becoming more and more serious.Employing institutions has keen attention to the change of labor supply and demand of the market trend,more organizations have deeply realized due to the departure of senior staff or employees in key position brings organization,talent team construction and succession,is no longer a simple external recruitment and looking for a replacement so easily.Senior employees and employees in key positions leave the company or the organization,taking with them not only their work experience and ability to do things,but also their accumulated wisdom and customer resources,etc.,which occur at all levels and positions in the company and the organization.The construction and optimization of talent echelon is not only to find a replacement for the vacancy,but also to consider how the employing organization should respond once the highly capable and experienced employees at all levels leave and take away the valuable organizational work ability and experience.In view of the above background and environment,this paper is written in combination with the current situation of human resources in bozhao company.This article embarks from the Po according to the company's human resources status quo,on the basis of human resource management,talent team construction and the theory of competency model,through the Po according to company's human resources present situation,the talent team construction problems and cause analysis,etc.,put forward based on the competency model and the talent team construction of enterprise development strategy according to company strategy.Through establishing the competency model of key positions,talent inventory based on competency,talent pool setting and other methods,and combining interview method,questionnaire survey method,case analysis method and other methods,systematic and comprehensive countermeasures are proposed for the talent echelon construction of bozhao company.Provide the basis and reference for the company's future human resources planning and talent echelon construction.Study shows that the Po according to the early stage of the company's human resources management concept primitive and extensive,just in order to meet the business talent gap for external recruitment,hiring,for hiring results in the process of enterprise development has been a lot of problems,such as: talent development with the strategic goals of the company does not match,there is no scientific system of assessment standard,and there is no system of talent reserve and talent echelon construction idea,the absence of employee incentive and guarantee mechanism,etc.In order to solve the enterprise strategy development and manpower planning mismatch problem,launched based on the competency model of the talent team construction,and according to the above problems and causes,using a series of theories,methods and tools,the building is obtained according to company's talent team construction of the system scheme,for the Po according to company's sustainable development to strengthen the human resource planning.
