SMEs have made great contributions to Chinese economic construction and people's livelihood development.With the continuous development of the Internet era,the competition among SMEs has gradually turned to competition for human resources.The quality of talent training will restrict the development of SMEs.The main task of talent management is to build a high-performance team,that is,talent echelon.Strengthening the construction and training of corporate talent echelon will also become a core issue in corporate human resource management.Shanghai R Company is one member of SMEs which was established in 2016.Its main business is to accelerate the operation of a crowd-creation incubator.In the second half of 2019,CEO put forward new strategic goals and higher requirements for human resources.Only through the continuous delivery and guarantee of human resources can it promote its realization of its strategic goals for the next three years.The construction and reserve of talent echelon has aroused great attention from its senior management.Based on the above background,this dissertation takes the construction of talent echelon of R company as the research object,and selects talent echelon theory,competency iceberg model theory,recognition incentive theory as the key reference theories of this thesis based on a large number of domestic and foreign literatures.At the same time,it conducts an in-depth analysis of its human resources status,and counts the status of R company's talent structure,talent echelon construction,and talent needs.On this basis,using research methods that combine qualitative and quantitative analysis,focus on the problems and their causes in the process of talent echelon construction.After analysis,it is concluded that there are problems such as the lack of a scientific talent evaluation system,the lack of talent echelon and development channel construction,and the lack of talent reserve integrated with strategic planning.Therefore,in view of such problems and their causes,combined with the related theories of talent echelon construction,based on the construction of competency model,build a scientific incubation base management talent evaluation system for R company and integrate the construction of talent reserve to open up internal talents.In addition,combining the characteristics andneeds of talents in the new era to build distinctive talent training and talent incentive measures,to develop a set of talent echelon systems suitable for the development of SMEs in the new era for R company.Through the research on the construction of the talent echelon of R company,it has effectively explored the innovative integration of SMEs in the new era of the Internet and traditional human resource management theories,which will help to further extend the human resource management theory and enrich the content,making it more capable adaption and meet the needs of business management in the new era.
