Research On Precision Poverty Alleviation Of Local Government

Poverty has been plaguing the development of the global economy for a long time.Today,with abundant material products and remarkable improvement of living standards,there are still some people living on the edge of poverty for various reasons.Over the past40 years of reform and opening up,China has made remarkable achievements in poverty alleviation,but there are still a series of factors restricting the realization of the goal of poverty alleviation in an all-round way,which has aroused great attention of the Party and state leaders.General Secretary Xi Jinping put forward the concept of "precise poverty alleviation" for the first time during his visit to Western Hunan in 2013,which requires that poverty alleviation work be carried out in a realistic manner and in accordance with local conditions.Afterwards,the Central Conference on Poverty Alleviation and Development proposed that we should adhere to the task of precise poverty alleviation,precise poverty alleviation,resolutely win the battle against poverty,and ensure that we can achieve the task of comprehensive poverty alleviation by 2020.Local government is an important functional department to carry out poverty alleviation work.The poverty problem itself is more complex,the causes of poverty are more diverse and the task of poverty alleviation is more arduous.With the approaching of building a well-off society node in an all-round way,poverty alleviation in rural areas,towns and villages,especially in remote mountainous areas,is the top priority of local government’s poverty alleviation work.Therefore,the study of precise poverty alleviation by local governments can promote the healthy development of poverty alleviation in China,and has important practical significance for local governments to achieve the goal of poverty alleviation and poverty alleviation in precise poverty alleviation work.While studying the local government’s precise poverty alleviation work,the paper lists typical cases of successful poverty alleviation,and summarizes the experience to provide common reference for poverty alleviation work in other regions.This article is divided into five chapters.The first chapter is the introduction,which mainly expounds the research background,research significance,research status,research methods,innovations and deficiencies of local governments in China.The second chapter is about the concepts and basic theories of local government’s precise poverty alleviation.The third chapter summarizes the effectiveness of local governments in promoting poverty alleviation inrecent years and lists three classic poverty alleviation cases.The fourth chapter is about the problems,reasons and inspirations of local governments’ precise poverty alleviation.Firstly,it studies the problems of local governments’ precise poverty alleviation,including the difficulty in obtaining poverty dynamic information in remote areas;the low efficiency of social poverty alleviation;local government officials The problem of style is serious;the efficiency of poverty funds is low;the poverty-stricken households are seriously returning to poverty.In this paper,the causes are analyzed from five aspects,including the imperfect information management system;the assessment and supervision mechanism for ensuring social poverty alleviation is not perfect;the local government cadre personnel lack of responsibility;the poverty alleviation fund supervision mechanism is not perfect;The mechanism is not perfect.The fifth chapter is the focus of this paper,to improve the local government’s precise poverty alleviation efforts.It is divided into five aspects,including the transformation of poverty alleviation work concepts and methods,the expansion of poverty alleviation information publicity channels;the innovation of various poverty alleviation methods,classification and assistance;the improvement of local government affairs,the implementation of the main responsibility;the improvement of local government poverty alleviation funds preparation and supervision mechanism;Local government poverty alleviation system construction,improving the basic conditions for poverty alleviation.Through the research in this paper,we strive to improve the effectiveness of local governments in ensuring poverty alleviation,and provide reference for other provinces and municipalities to carry out poverty alleviation work.Through the research in this paper,we strive to improve the effectiveness of local governments in ensuring poverty alleviation,and provide reference for other provinces and municipalities to carry out poverty alleviation work.
