The Research About The Evolution And Implementation Effect Of Independent Innovation Policy In Hubei Province

In the era of knowledge economy,the focus of global competition has shifted from the traditional factors of production,such as land,capital and labor,to new production factors,such as talent,technology,information,innovation and so on.Innovation driven has become the trend of global development.The capability of independent innovation has become the most important part of the core competitiveness of a country,and the core driving force of technological take-off in a country.However,the development of independent innovation in a country can not be separated from the support and guidance of the government.The government's independent innovation policy can effectively cope with the failure of science and technology market,overcome the uncertainty and overflowing effects of independent innovation itself,and also can effectively stimulate the vitality of innovation and improve the continuous promotion of innovation ability in a country or region.Therefore,building a policy soft environment conducive to the improvement of independent innovation capability is a significant way to improve the core competitiveness of a country and region.This thesis makes a thorough compilation of related articles on independent innovation policy,and makes clear the current research situation of the independent innovation policy.On the basis of defining the concept of independent innovation,the concept of independent innovation policy,the classification of policy tools,and combing the theory of government intervention and public policy assessment,the evolution stage,characteristics and effect of the independent innovation policy of Hubei province are discussed through vertical analysis and horizontal comparison.Firstly,through vertical analysis,we will clarify the evolution and evolution characteristics of Hubei's independent innovation policy.Using the method,historical logic and Co-word cluster analysis,to divide the 398 independent innovation policies implemented in Hubei province since the reform and opening up into three stages,and analysing the focus of each stage policy in depth.Then,in order to further clarify the evolution characteristics of the independent innovation policy of Hubei province since the reform and opening up,this study systematically collate the 398 policies from the three dimensions of policy tools,policy objectives and policy dynamics,and summarize the characteristics of its evolution.Secondly,the evaluation model based on the model of public policy objectives of Vedung.This study makes a quantitative analysis of the implementation effect of Hubei's independent innovation policy through horizontal comparison.From the three policies of independent innovation supply policy,independent innovation demand policy and independent innovation environment policy,This thesis has constructed an evaluation index system consisting of 1 first level fators,3 two level fators and 18 three level fators.Then,according to the annals of statistics between 2011 and 2017,the thesis takes the datum indicators of independent innovation as assessment criteria and applies the principal component analysis and K-means clustering analysis to assess policy implementation effect of the representative 11 provinces and cities of the Western Middle East of the whole country and Hubei,and make a contrast.Finding out the shortcomings of Hubei's independent innovation policy.Meanwhile,according to the empirical analysis,puting forward the optimization path and policy recommendations to improve the implementation effect of the independent innovation policy in Hubei province.The results show that the Hubei province has a large gap in the implementation of the independent innovation policy with Jiangsu province,Zhejiang province,Guangdong province,Beijing,Shanghai and Shandong province.Combined with the results of the above theory and empirical research,this thesis puts forward the policy suggestions on the optimization of the implementation effect of the independent innovation policy of Hubei province from the three dimensions of policy making,policy implementation and policy evaluation.In policy making,we should optimize the independent innovation policy system of Hubei province,strengthen the top level design of the policy and strengthen the coordination and cooperation between governments departments.At the same time,we should improve the structure of the policy system and make the supply,environmental and demand policies develop harmoniously,in which the supply policy should be optimized and make it to be a power engine of the independent innovation.We need to increase investment in demand policy and make it to boost the leaping development of independent innovation.We should improve the environmental policy system and make it to be a solid support for the development of independent innovation.In the implementation of the policy,we should strengthen the implementation of the independent innovation policy of Hubei province and enhance the interprovincial independent innovation cooperation to realize the interconnection and interaction of the innovation elements and promote the optimization of the independent innovation policy tools.In the policy evaluation,the effect evaluation mechanism of independent innovation policy in Hubei province should be perfected,the regular evaluation and long-term tracking mechanism of the independent innovation policy of Hubei should be developed,the information feedback mechanism of the independent innovation policy evaluation should be completed,and the supervision and inspection mechanism of the independent innovation policy effect should be improved.
