Research On Evaluation Of Modern Logistics Industry Policy In China

Modern logistics industry has developed into a more complex and compounded industries,rather than a combination of transport,warehousing and postal.Modern logistics as a separate industry is proposed in 2001 "opinions about speeding up the development of modern logistics";and its development is driven by the government,behavior and policies,thereby enhancing the logistics industry operating efficiency and quality.Since 2001,government has issued 393 modern logistics industry policies,and has involved more policy entities and richer policy content,but whether the logistics industry policy development is closely related to market development,and whether the implementation of the policy is useful to promote the economy development? In this background,the content of this thesis is unfolded around this question.This paper makes an in-depth study in the above background.Firstly,it summarizes the literature of the existing logistics industry policy evaluation,then introduces the relevant theories about industrial policy and policy evaluation methods,and defines the concept of modern logistics industry and policy.Next according to the theory and current development,this thesis puts forward logistics industry policy evaluation,that is,the evaluation about policy text and implementation effect of China's modern logistics industry policy.Policy text includes policy subject,policy type and policy content.This paper evaluates the three elements by statistical analysis,social network analysis and text mining respectively,and obtains the corresponding results.The effect of policy implementation adopts econometric method and comparative analysis,and the policy variables are used as input factors to judge the impact of policies on the total value of social logistics goods through production function.Policy variables are measured from policy quantity and policy intensity,and ultimately proved to have a positive impact on logistics development,but the degree of impact is not much difference.This thesis draws some valuable conclusions,firstly it puts forward the three-dimensional analysis framework of policy text evaluation,namely,policy subject,policy type and policy content.Secondly,according to the change of the policy subject,the logistics management system is divided into three parts: formation period,adjustment period and adaptation period.And through text mining of core document,it concludes that policy subjects attach importance to different policy content in different industry development stages.Finally,through the comparison method,it is concluded that the effect of number and intensity of logistics industry policy is not significantly different.It does not match the relevant theory,so policy subject should strengthen the policy implementation in the future.
