Research On Regional Innovation Efficiency In Tianjin

With the national economic slowdown and economic transformation,18 th CPC National Congress proposed "Accelerate the implementation of innovation driven development strategy."".As an independent demonstration zone of innovation,Tianjin has played a good leading exemplary effect in the whole country.The data shows that Tianjin has increased its investment in innovation and has achieved fruitful results since 2010.But the above is only the statistics of Tianjin's innovation from a quantitative point of view.So,from a qualitative point of view,what is the efficiency of innovation in Tianjin? This is the focus of this study.The core empirical method of this paper is Stochastic Frontier Analysis(SFA).Considering that this method can only solve the single output investment problem,this paper selects patent applications and new product sales revenue,respectively,as the knowledge output and product output of science and technology innovation,and analyzes the efficiency of Tianjin regional innovation from a more comprehensive perspective.This paper selects 2010-2015 panel data of 16 districts in Tianjin as the research sample,and comprehensively studies the level of regional innovation efficiency in Tianjin from the two dimensions of knowledge output and product output.At the same time,taking into account the innovation efficiency is influenced by internal factors,but also affected by the external environment.So choosing the extent of government intervention,the degree of optimization of industrial structure and the quality of economic growth as the influencing factors of the innovative external environment,analysis the influence of environment factors on Tianjin regional innovation efficiency.The main conclusions of this paper are as follows:(1)the efficiency of regional innovation in Tianjin is low in 2010-2015,and the space for improvement is great.(2)The contribution of science and technology human capital to the regional innovation efficiency of Tianjin is greater than that of physical capital.(3)The innovation efficiency based on knowledge output is slightly lower than the innovation efficiency based on product output.From the point of view of time,the efficiency based on product output is declining,but the innovation efficiency based on knowledge output is rising,and the gap with the former decreases gradually.(4)From the various regions of Tianjin,the gap between the areas ofinnovation efficiency is large,and the differences of innovation efficiency in the areas of R&D and application are significant.(5)From the four groups of Tianjin,the innovation efficiency based on knowledge output,Binhai New Area > Suburb > Urban district > City County;and the innovation efficiency based on product output,Suburb > City County >Urban district > Binhai New area.(6)From the external environment of regional innovation in Tianjin,the external environment factors of Tianjin have significant impact on innovation efficiency.The degree of government intervention has played a significant inhibitory effect on innovation efficiency.The degree of industrial structure has a significant positive effect on innovation efficiency based on knowledge output,but has a an insignificant negative effect on innovation efficiency based on product output.The quality of economic growth has a significant positive correlation with the efficiency of regional innovation in Tianjin.
