Study On The Impact Of Corn Purchase And Storage System Reform On Farmers' Income

Maize is the most important grain crop in China because of its high yield and strong adaptability.As a large corn planting province in China,Jilin's changes in planting area and planting structure have a great impact on China's grain production.Since the implementation of the policy of corn temporary purchase and storage in northeast China(including the east four league of Inner Mongolia)in 2008,the planting area and total output of corn have been further increased,which has brought about new changes in China's grain structure and crop distribution.However,it has also led to some problems that cannot be ignored,which are mainly reflected in the "three volume increase" of corn output,corn inventory and corn imports,the serious financial burden of the state,the increased cost of the downstream industry of corn,the inverted price of corn at home and abroad and many other problems,so that China's grain market pattern appears distorted.Based on the above situation,in 2016,the state officially abolished the temporary corn purchase and storage system,and implemented the reform plan of corn purchase and storage system in northeast China(including Inner Mongolia,east and west Mongolia)according to the principle of "market-oriented acquisition + subsidy".Under the new policy framework,corn purchase prices began to return to the market,a downward trend.The change of corn price,can produce effect to farmer income apparently Jilin province.Therefore,it is of great practical significance to study and analyze the impact of corn purchase and storage system reform on farmers' income.Due to the differences in resource endowment,the yield of maize planting in the eastern,central and western parts of Jilin Province is different.Therefore,this paper is based on the data of 289 valid questionnaires in the eastern,central and western parts of Jilin Province.This paper analyzed the influences purchasing reform on corn farmers in different regions of Jilin Province regression models were established to analyze farmers' income in eastern,central and western parts of Jilin province,and the introduction of age,the fixed number of year of the education,whether they will participate in cooperative degree of difficulty,land area,loans,subsidies,land Labor cost,total productive producer of variables,discuss purchasing system reform under the background of the influence factors of farmers' income in different areas of Jilin province.It is concluded that the planting area of corn,corn producer subsidies and labor land fees can promote the increase of farmers' income,and the income of farmers in the non-maize dominant areas in the eastern and western regions cannot be obtained simply by expanding the planting area of corn.The eastern region should increase farmers' income by reducing corn planting area,expanding soybean planting area and developing undergrowth economy.The western region should increase farmers' income by reducing the planting area of corn,increasing the planting area of miscellaneous grains and miscellaneous beans,and developing forage crops.The central core-dominant areas of corn should insist on expanding the planting area of corn and increasing the proportion of forage corn to increase farmers' income.In the context of the deepening reform of the corn purchase and storage system,this paper also discusses the factors restricting the increase of farmers' income in Jilin province.This article analyzes the difficulties in increasing revenue such as reducing the planting cost,adjust the planting structure and adjust the family management structure.In view of the above practical problems,the paper proposes to reduce material and service costs,labor and land costs.We will improve subsidies for corn producers and soybean producers,and shift from production-linked subsidies to inclusive subsidies.We will improve the system of socialized agricultural services,strengthen the organization of agriculture,and strengthen financial support services.The research in this paper can be used as a reference for the reform of corn purchase and storage system and the formulation and improvement of policies.It can also play a positive role in promoting the increase of farmers' income and the healthy development of corn industry in Jilin Province.
