Analysis On The Influencing Factors Of Farmers' Willingness To Plant Corn In Bayannaoer City Under The Reform Of Provisional Reserve Policy

Corn is one of the main food crops in China,the planting area ranks first in the country,and the yield is second only to rice.Therefore,corn plays an important role in China undefineds agricultural production.According to the No.1 document of the Central Committee of 2019,the focus of this year undefineds planting structure adjustment is to consolidate the achievements of corn adjustment and continue to improve the producer subsidy policy for corn and soybeans.And continue to optimize the crop structure of non-dominant corn production areas such as sickle bends,and improve the production capacity of corn production functional areas and dominant areas.In accordance with the spirit of the first document of the Central Committee,the guiding opinions on the Adjustment of planting structure of Bayannur City in 2019 pointed out that it is necessary to stabilize corn production,ensure food security,and moderately develop silage corn,fresh corn and burst corn.Facing the current situation,how to guide farmers to adjust the planting structure is a key issue that must be solved in the reform of the corn storage system.As the main body of agricultural production and management,the farmers ' willingness to plant and the choice behavior is the micro-foundation of the agricultural structure change,and also the key to whether the corn storage policy reform can play a role.By analyzing the farmers'willingness to grow corn and its influencing factors,it is beneficial to better grasp the farmers ' production motives and guide farmers to adjust the planting structure reasonably.It has important theoretical and practical significance for stabilizing corn yield,improving corn quality and solving the structural problems of corn supply side.This paper is based on the field survey and questionnaire interview data of 96 corn farmers in Linhe District,Hangjinhou Banner and Wuyuan County,Bayannur City,Inner Mongolia.The binary Logit econometric model is used to study the factors that affect the corn planting willingness of farmers in Bayannur city under the background of temporary storage policy reform,in order to provide reference for further perfecting the relevant policies by revealing the microcosmic basis of farmers undefined planting structure adjustment.The results showed that the higher the subsidy amount of corn producer,the older the age of head of household,the higher the yield of corn,the proportion of corn income to household income and the higher the selling price,the stronger the willingness of farmers to grow corn.The larger the number of family agricultural workers,the higher the frequency of natural disasters and the per-unit cost,the less willing farmers are to plant corn.
