After the reform of the corn purchasing and storage system in 2016,the dilemma of “three volume increases” of corn was effectively alleviated.However,the decline in farmers' income has affected the enthusiasm of corn cultivation,and there is still some blindness in the adjustment of the cultivation structure.There is a situation that in the dominant areas doesn't increase but decreases,and in the non-dominant areas doesn't decrease but increases,there is a tight supply and demand situation.With the rapid increase in feed demand and industrial demand in the domestic corn market,the gap between production and demand has gradually widened.In order to fully guarantee the safety of domestic corn supply and vigorously promote the development of high-quality agricultural development,the No.1 Central Document 2019 pointed out that it is necessary to focus on increasing the output of maize dominant production areas to ensure domestic corn supply and continue to optimize the crop structure of non-dominant production areas.Farmers are the microscopic subjects engaged in agricultural production,and their planting behavior is directly related to the stability of corn production.Therefore,this paper studies the farmer's corn planting behavior in the context of the reform of the purchasing and storage system.This article first uses macro data to analyze the impact of the corn collection and storage system reform on domestic corn supply and demand;secondly,it conducts questionnaire surveys of farmers in four regions of Liaoning,Jilin,Heilongjiang,and Inner Mongolia.The enthusiasm for corn planting has declined,and there is also a phenomenon of single planting structure and farmers' choices.The typical case in the survey summarizes the current organization model of corn planting adjustments;again analyzes the influencing factors of corn planting adjustments by farmers,and compare the differences between the dominant and non-dominant production areas;establish an orderly multi-class logistic regression model to conduct an empirical analysis of the impact of the farmer's corn planting adjustment behavior in the total sample,dominant and non-dominant production areas;finally research conclusions and policy recommendations are provided to provide reference for China's policy formulation to stabilize the supply of maize dominant producing areas and rationally adjust the planting structure of non-dominant producing areas.The main conclusions are as follows: corn planting income has decreased,and farmers' enthusiasm for corn planting has declined;corn producers' satisfaction with subsidies is low,and their role in promoting farmers' production enthusiasm is limited;agricultural infrastructure equipment is relatively lagging,restricting the improvement of corn production efficiency;The promotion can improve the organization of producers and effectively solve the docking of production and sales;the development of moderate scale operation is conducive to promoting the adjustment of planting structure in non-dominant production areas.Combining the research conclusions above,this paper offered five policy recommendations: adhere to the direction of marketization reform,further improve the producer subsidy mechanism;accelerate the cultivation of new professional farmers,strengthen agricultural technology training;strengthen agricultural science and technology innovation,implement the strategy of "storing grain in technology";Give full play to the role of farmers' cooperatives,effectively promote the adjustment of planting structure;develop a modest scale operation,and build a perfect socialized service system.
