Research On Technology Innovation Incentive Of Agricultural Leading Enterprises In Jilin Province

In the document No.1 of the Central Committee in 2018,it was put forward that we should speed up the construction of modern agricultural production system and management system,and improve agricultural innovation,competitiveness and total factor productivity.As the leader of agricultural industrialization development,the improvement of technological i nnovation ability of leading agricultural industrialization enterprises(here in after referred to as agricultural leading enterprises)is of far-reaching significance for realizing the overall goal of rural revitalization.In recent years,many large-scale leading agricultural enterprises have emerged in Jilin province.Although the economic benefits of these enterprises show a trend of steady growth,their core competitiveness and technological innovation level are not high due to the lack of technological innovation motivation.The imperfect incentive measures are one of the fundamental reasons for the lack of motivation for technological innovation.Therefore,to improve the incentive problem and stimulate the driving force and vitality of technological innovation of leading agricultural enterprises can effectively improve the competitiveness of leading enterprises and promote the healthy development of agricultural industrialization in Jilin province.This paper first describes the basic situation and technological innovation of agricultural leading enterprises in Jilin province,and analyzes the implementation of internal incentive measures of agricultural leading enterprises in Jilin province and the implementation of external government incentive policies by means of questionnaires and yearbooks.Secondly,through research and analysis,we find that the problems of internal incentive of agricultural leading enterprises in Jilin province are: unreasonable performance appraisal system,no difference in incentive methods,lack of long-term incentive,etc.External incentive problems include: unreasonable government subsidy structure,imperfect government support policies,and imperfect public service system of technological innovation.Finally,in view of the problems existing in the Jilin province agriculture leading enterprise technological innovation incentive put forward to perfect the performance appraisal system,technical innovation,differentiation incentive,long-term incentive pay attention to technology innovation,adjust the structure of government subsidies,improve the government support policy suggestions,such as to the improvement of the Jilin province agriculture leading enterprise technological innovation incentive problems help,to strengthen the province agriculture leading enterprise technology innovation power,improve their ability of technological innovation,and promote the economic development of Jilin province,to achieve from a big agricultural province to a strong agricultural province of Jilin province.
