Research And Countermeasure Analysis On The Development Of Agricultural Machinery Cooperative In Songyuan Area

Agricultural machinery professional cooperatives are established in accordance with t he Farmer Professional Cooperatives Law and other relevant laws and regulations to provide agricultural machinery services.With the acceleration of agricultur al mechanization and agricultural modernization in China,agricultural,machinery cooperati ves,as a mode of agricultural mechanization management,have developed and expanded rapidly under the drive of a series of policies ofstrengthening the peasants and enrichin g the citizen At the end of 2017,the number of Agricultural Machinery Cooperatives in China has exceeded 70,000,and at the end of 2018,the number of Agricultural Machi nery Cooperatives in Jilin Province reached 6,214.In December 2017,the 31 st Session of the StandingCommittee of the 12 th National People's Congress voted to adopt the revis ed Law on Farmers' Professional Cooperatives of the Communist Party of China.In February 2019,11 ministries and commissions,such as the Central Agricultural Offic e and the Ministry of Agriculture and Rural Affairs,jointly issued thecircular Work Prog ram for Special Clearance of “Empty Shell Cooperatives” for Farmers' Professional Co operatives.These measures show that despite of the rapid development of agricultural m achinery professional cooperatives,which has played an important role in accelerating th e process of agricultural mechanization and modernization in our country,but a lot of n on-standard management and even some titular “empty shell cooperatives”appeared.It i s imperative to strengthen the law regulation and the work of agricultural machinery pro fessional cooperation.This paper took the development status of agricultural machinery professional cooper atives in Songyuan,Jilin province as the research object,based on the questionnaire meth od,choosing different counties and townships and different scale of agricultural machiner y cooperative for investigation and analysis,aiming at identifying the influencing factors in the development process of agricultural machinery cooperatives,including government policy,operation subject behavior,capital demand and market-oriented service.Each factor can be divided into different sub factors.Through literature research and expert investi gation,the importance of each influencing factor was analyzed by using fuzzy comprehe nsive evaluation method.The analysis results showed that the market-oriented service,gov ernment policy and management subject behavior of agricultural machinery cooperatives are the decisive factors affecting the development of agricultural machinery cooperatives in turn.At the sub-index level,the market-oriented service price of agricultural machinery,the efficiency of government information dissemination,the training of agricultural mac hinery operators and the maintenance of agricultural machinery were the key factors,whi ch should be taken into account when formulating the future development plan of agricu ltural machinery cooperatives.This study can provide methods for identifying,analyzing and coping with the facto rs affecting the development of agricultural machinery cooperatives,help agricultural mac hinery management departments to adopt more targeted strategies and formulate scientific development plans,and promote the healthy and rapid development of agricultural mach inery cooperatives.
