Research On Urban Housing Security In Suqian City

Clothing,food,housing and transportation are the necessary conditions for human survival.The housing is closely related to everyone,and it is also related to the overall situation of China's socialist harmonious society.In recent years,with the booming real estate market,whether in a first-and second-tier city or a third-and fourth-tier city,commodity housing prices are rising,and some low-and middle-income groups cannot solve housing problems through their own capabilities.At the same time,in the process of large-scale urban shantytown renovation,housing areas of some residents are small and the compensation they get is not enough for commercial house and the decoration.If the above housing problems cannot be properly solved,it will affect the overall development and harmony and stability of the city.The housing issue has always been cared about and focused on by governments at all levels,as well as a livelihood issue that the people are very concerned about.General Secretary Xi Jinping proposed in the report of the 19th National Congress that housing is for living in,not for speculation,and we need to speed up the establishment of a multi-subject supply,multi-channel security,rent-and-purchase housing system to make all people enjoy their rights to housing.China's current housing security mechanism is still immature and needs further improvement.For example,indemnificatory apartment construction lacks long-term planning.Construction amount exceeds the demand,resulting in the vacant resettlement housing.The housing security policy system is not perfect.The dynamic adjust mechanism of income line needs development,as some persons in need are excluded.The source of housing security funds is single,relying only on government financial funds and superior subsidies,with narrow channels for social capital.The management system,such as access to indemnificatory apartment and exiting supervision,is weak.The exit mechanism is relatively lagging.The masses have a strong reaction to the problem of easy-entering and difficult-exiting.Urban housing security is a major and important issue that concerned about housing problems for low-and middle-income residents with housing difficulties,and also related to the issue that whether the government's credibility can be fully exerted.We must constantly improve the management mechanism of indemnificatory apartments and further improve urban housing security.This paper analyzes the housing security experience in Beijing,Urumqi,Nantong and other places,and through a large amount of literature and materials,combined with the research results of housing security at home and abroad,using the theoretical basis of fair distribution,social security,housing gradient consumption,etc.,according to the concept of "proposing-analyzing-solving the problem",study the housing security work.At first,it put forward the problems in the housing security in Suqian and analyzed the causes of the problems.Secondly,combined the experience of housing security in developed countries and some cities in China,it put forward the work experience that can be learned.Finally,through analyzing the existing problems and deficiencies,it proposed countermeasures to further strengthen the urban housing security in Suqian,including strengthening planning,improving policy formulation,widening financing channels and strengthening the management of indemnificatory apartment and so on.
