Talent is the first resource of innovation,science and technology talents,especially high-level science and technology talents is an important resource in human resources,the construction of high-level scientific and technical personnel is related to whether an enterprise development strategy can be landed,competitiveness can be improved,can adapt to the development needs of the new normal economy.The perfect evaluation system is not only the basis of training,using and introducing high-level science and technology talents,but also has great guiding effect on the growth of high-level science and technology Talents.The decision of the CPC Central Committee and the State Council to further strengthen the work of talents puts forward "to establish a talent evaluation mechanism based on competence and performance-oriented and scientific socialization".The establishment of a set of performance evaluation system embodying and prompting the high-level scientific and technical personnel to play the role of scientific and technological innovation and professional leadership is of great significance to the construction of a company's scientific and technological talents.YX Group High-level science and technology talents are the main force to realize the research and development of the YX group from conventional ammunition to intelligent ammunition,but because of the small scale of the YX group's high level science and technology talents and the lack of performance evaluation,the evaluation index shows no guiding role,which leads to the low innovation enthusiasm Seriously affects the YX group transformation and upgrade step,therefore determines to the high-level science and technology talented person's performance appraisal question carries on the research.The thesis consists of six Parts.The first part clarifies the research frame of this paper,and explains the background of the thesis,the purpose and the significance of the topic,the research method and the research status at home and Abroad.The second part introduces the connotation,theoretical basis and basic method of high-level Sci-tech talent performance Evaluation.The research group identified in this paper is a scientific and technical leader of YX group and a technician with senior Titles.The third part of the YX group of high-level scientific and technological talent performance evaluation of the status quo and Problems.Part iv,aiming at the problem of performance evaluation of high-level Sci-tech talents in YX group,based on the literature research,extracts and determines the indexes of the performance evaluation of high-level Sci-tech talents of YX group,carries on the reliability analysis through questionnaire,and uses the analytic hierarchy process to determine the weights of each Index.On the basis of clarifying the method and basis of determining the score of each evaluation index,the author tests the validity of the performance evaluation index through the empirical analysis,and puts forward some suggestions for the performance evaluation of the high-level scientific and technical talents in the future of YX Group.Part VI summarizes the research of this Thesis.This paper constructs the high-level science and technology talented person performance appraisal system to provide the YX group the scientific management tool,causes it to the high level science and technology talented person present situation the understanding more objective and the science,provides the basis for the enterprise human resource development and the Strategy Formulation.
