At present,our country has entered into a deciding stage of the construction of an innovative country and comprehensive well-off society,since 2012,The Eighteenth National Congress of the CPC proposed the implementation of innovation driven development strategy,accelerating the cultivation of innovative talents of science and technology has become the priority among priorities of developing Chinese socialism to participate in international competition.As an important part of the cultivation of innovative scientific and technological talents,and speeding up the implementation of innovation driven development strategy,the research of innovative scientific and technological talents evaluation has gradually attracted the attention of scholars.In the past,the evaluation of innovative talents of science and technology evaluation paid more attention to what they have achieved,which is the evaluation of the task performance in job performance,but the development of job performance theory has extended task performance from single dimension to multiple dimensions,and there is no scholar yet has evaluated innovative science and technology talents from this point of view.Based on this,the essay has constructed evaluation system of innovative science and technology talents based on multidimensional performance.Firstly,this paper introduces the concept,characteristics and related evaluation theory of innovative science and technology talents,and starting from task performance,contextual performance and adaptive performance dimensions of the Job performance theory,analyze the relationship between multidimensional performance evaluation elements and the elements for the innovative talents of science and technology,and has constructed the innovative science and technology talents evaluation theory model and designed evaluation indexes which includes seven elements of three dimensions,namely,task performance,contextual performance,adaptive performance: innovation behavior,innovation results,interpersonal promotion and job dedication,learning adaptability,innovation and adaptability,uncertain adaptability.In the empirical section all of data were collected by questionnaire.After the reliability test of the questionnaire,we analyzed the data through exploratory factor analysis and confirmatory factor analysis,and finally verify the hypothesis: the model fit well,and innovative Scientific and Technological Personnel Evaluation System which includes 3 one class indexes,7 two class indexes,23 three class indexes has been determined on the base.Since then,using the one-way ANOVA to analyze different types of innovative science and technology talents feels individual differences of evaluation indexes in the evaluation process,this will guide for classified evaluation of innovative science and technology talents.Finally,according to the empirical study on influence factors of factor contribution rate,the dissertation puts forward seven suggestions for talent evaluation and training:First,we will focus on the comprehensive evaluation of innovative science and technology talents.Secondly,pay attention to the evaluation of innovative science and technology talents scientific research output and achievements transformation ability;Third,we will emphasize the evaluation of the continuous learning ability of innovative science and technology talents;Fourth,we need to improve the assessment of the ability to adapt to the uncertainty of the innovative science and technology talents.Fifth,we will strengthen the evaluation of innovation adaptability of innovative science and technology talents.Sixth,ensure the evaluation of the job dedication of innovative science and technology talents;Seventh,we will enhance the evaluation of interpersonal promotion ability of innovative science and technology talents.
