Research On Evaluation Of Fiscal Expenditure Efficiency In Gaocheng District Of Shijiazhuang

Public finance can promote the marketization of economy and the stable development of national economy,which asserts a great influence in satisfying the public's needs.Facing with downward pressure on the economy,China led the way in slashing taxes and fees,which have caused the slowdown in growth of government revenue.Meanwhile,contradictory has been increasingly tense due to the unreasonable the structure of government expenditure and inefficient use of capitals.In order to maintain the sustainable development of financial undertakings,it is necessary to allocate financial funds efficiently.Based on government expenditure of Gaocheng District in Shijiazhuang,this thesis mainly utilizes data envelopment analysis to study and evaluate the efficiency of financial expenditure.The process is illustrated as following steps.First of all,collecting and sorting out the relevant research and selecting the appropriate research methods to do the basic research.Secondly,based on the statistical yearbook and public information,this thesis analyzes the basic data of government expenditure in Gaocheng.After that,an index system including 4 input indexes and 14 output indexes is established,which can clearly express and cover the social benefits of financial expenditure.By collecting,sorting and checking the five-year data of Gaocheng,the static analysis of BCC model and the dynamic analysis of Malmquist index model are carried out with the help of DEAP Version 2.1 software.It can be concluded that there were some problems existed,including imbalance between government revenue and administration power,the high expenditure of administrative expenses,the unreasonable expenditure structure of culture,education,science and health,the insufficient total expenditure of social security,and the need to improve the expenditure efficiency of economic construction.It is found that there are some problems including the government's financial power and administrative power are not synchronized,the efficiency of financial expenditure structure needs to be improved;the effect of financial expenditure budget management is not obvious.Those elements must be analyzed to form a deeper aspect.Finally,some concrete suggestions are put forward to improve the efficiency of government expenditure in Gaocheng,which are reasonable matchings of financial power optimizing the structure of government expenditure,improving the budget,implementation and performance management ofgovernment expenditure.
