Waste cooking oil is the animal fat and plant oil that producing from restaurant and food plant and family,basically including swill oil,fried oil,gutter oil and condensate oil.The annual output of kitchen waste is huge in our country.And the huge amount of kitchen waste can reflect the industry scale that transferring waste cooking oil to "edible oil".In recent years,there are a large number of waste cooking oil back to the table through illegal ways every year,endangering the health of people.In fact,the waste cooking oil is not completely useless.According to the existing practice,it is widely used as the raw material of biodiesel production.However,the management of waste cooking oil is still in chaos in most cities of our country,which makes the biodiesel production enterprises fall into the development dilemma of lacking raw materials.The main reason is that the recovery price of informal waste cooking oil recyclers is higher than that of formal recyclers.Driven by interests,some restaurants and food processing plants take the risk to sell waste cooking oil to informal recyclers.However,the punishment of government departments for these violations is relatively light,which cannot achieve a good effect.In order to solve the raw material shortage of biodiesel production enterprises,it is difficult to solve the problem by only relying on the market mechanism,it also needs the supervision of government departments.By establishing a sequential game between the recycling subjects and the restaurant under the supervision of the government,the recycling price of the formal recyclers can be raised,and the restaurant maybe prefer to sell the waste cooking oil to the formal recyclers through the triggering strategy mechanism.Then the problem that the waste cooking oil sold to the illegal recyclers can be solving at the source.Firstly,this paper summarizes the current situation and the background of biodiesel production from waste cooking oil in our country,and clarifies the research direction of this paper.Then,the paper reviews the relevant domestic and abroad literature,and puts forward the writing ideas on this basis.The third and fourth parts are the core content of this paper.The third part introduces the policies of the United States,European Union and other countries on the recovery of waste cooking oil that we can use for reference.The fourth part introduces the sequential game that including the recycling subjects and the restaurant.The game theory model is set up here.Then we analyze how the government subsidy affect the purchase price of recycling subjects and the factors that influence the restaurant to sell the waste cooking oil to the formal recycling enterprises actively under the trigger strategy mechanism.Then taking total social welfare as the objective function,we analyze how the effect of government subsidies affected by other factors through numerical simulation.Finally,the conclusion of this paper is rasied through the analysis of the previous parts.At the first stage of the sequential game,this paper analyzes the influence of government subsidies on the waste cooking oil recovery price of formal and informal recyclers.When the government adopts subsidy policy,the unit recovery price of formal recyclers and informal recyclers will increase,but the unit recovery price of formal recyclers will increase higher.Therefore,the government subsidy policy will reduce the price difference between formal recyclers and informal recyclers for recovering waste cooking oil.At the second stage of the sequential game,restaurants will make choice according to the above prices.Then we introduce the trigger strategy mechanism.Restaurants will make decisions according to the sum of the benefits of the game in each period.The results show that the larger the government subsidies to formal recyclers,the smaller the difference in selling prices between informal recyclers and formal recyclers,the smaller the price elasticity and the larger the cross-price elasticity,the easier it is to form long-term and stable cooperation between restaurants and formal recyclers.Through numerical simulation,we found that when 0<?<0.43,with the increase of subsidies,social total welfare decreases,and when 0.43<?<1,with the increase of subsidies,social total welfare increases.When 0<?<0.58,total social welfare increases with the increase of subsidies,when 0.58<?<1,total social welfare decreases with the increase of subsidies.The higher the pollution treatment cost is,the higher increase of social welfare will be made through unit subsidy.According to the difference between the unit recovery price of informal and formal recyclers of waste cooking oil in fact,with the increase of subsidies,the total social welfare will increase.
