Research On The Problems And Countermeasures Of The Expansion Of Housing Provident Fund Coverage In Wenzhou City

Housing provident fund is the long-term housing reserve deposited by the unit and its employees,which belongs to the individual ownership of the employees.It is an important source of funds to solve the housing problems of the employees and an important means to safeguard,safeguard and develop the basic housing rights and interests of the employees.The essential characteristics of the security of China's housing provident fund system put forward extensive and universal requirements for the coverage of the provident fund system.However,since the implementation of the housing accumulation fund system in Wenzhou in 1993,the balance of the accumulation fund has continued to grow,the number of urban workers participating in the deposit has increased year by year,and the coverage has been expanding.The housing conditions of the people in Wenzhou have been greatly improved.But at the same time,the contradiction of imbalance has become increasingly prominent.Many groups that need to be included in housing security have not been included,which makes the equity and sustainability of housing security system widely questioned.At present,the expansion of housing provident fund in Wenzhou has reached a bottleneck contraction period,which exposes such problems as narrow coverage of the system and difficulty in expansion.There are still many workers who have not participated in the deposit of housing provident fund,and their legitimate rights and interests have not been effectively protected.By the end of 2018,the number of paid-in employees of Wenzhou Housing Provident Fund was less than 700,000,which was much lower than the2.6 million paid for old-age insurance.Faced with the new situation and problems of the current housing system in the new era of "rent and purchase simultaneously",how to give full play to the Wenzhou housing provident fund system in solving the problem of "living with people" and how to reform and innovate the construction of housing provident fund system has become an important issue for the provident fundto break through.In order to make the housing provident fund system develop scientifically and healthily,many problems in the expansion of housing provident fund must be thoroughly analyzed and properly solved.By comparing the main business data of Wenzhou Housing Provident Fund in the past six years,this paper analyses the current situation of the coverage of Wenzhou Housing Provident Fund System,issues questionnaires for enterprises and employees,conducts on-site investigation,concretely summarizes the willingness and key issues of employees of various types of enterprises in the process of paying housing provident fund,analyses its causes,and finally forms a feasible overall optimization.The scheme is applied to the actual collection and expansion of Wenzhou Housing Provident Fund,so as to provide a feasible strategy combination for solving the problem of expansion of Wenzhou Housing Provident Fund.
