Research On The Problems And Countermeasures Of Expanging Coverage Of Wenzhou Housing Provident Fund

Housing provident fund system is a special social security system in China.Its establishment is to provide housing security for low-income groups.Since the implementation of Wenzhou housing provident fund in 1993,with the promotion of the expansion of the accumulation fund,more and more employees have participated in the accumulation fund system.The continuous increase of the number of employees who have paid and deposited the provident fund,on the one hand,makes the fund pool of the provident fund continue to grow,providing a source of funds for the housing consumption of employees;on the other hand,it also reflects the great efforts made by Wenzhou housing provident fund management center in safeguarding the legitimate rights and interests of employees.However,due to the subjective and objective reasons such as the lack of awareness of enterprises and employees,the imperfection of the management system and mechanism of housing provident fund,and the deterioration of the "soft environment" for the expansion of housing provident fund,Wenzhou housing provident fund still has the phenomenon of "social exclusion" when providing housing security for employees,and a large number of non-public enterprise employees still fail to enjoy the benefits of the housing provident fund system.The lack of a systematic implementation system for non-public enterprise provident fund has become a major problem in the expansion of Wenzhou provident fund system.It is not only related to social fairness and justice,but also related to the healthy operation of Wenzhou housing provident fund system to include the non-public enterprise employees excluded from the system into the protection scope of the accumulation fund system.In view of the low coverage of Wenzhou housing provident fund system in non-public enterprises,this paper takes Wenzhou housing provident fund management and operation as the starting point,using comparative analysis,questionnaire survey and other methods to study the problems existing in the implementation of Wenzhou housing provident fund system in non-public enterprises,and then proposes to expand the coverage of the housing provident fund in order to make sure employees has houses.
