With the continuous development of economic level,Chinese agricultural development has gradually taken steps toward to modernization.Based on foreign experience,the large-scale management of agricultural land represented by family farms is an important form of agricultural modernization.However,with the continuous development of farmers' part-time employment,it makes it possible for agricultural land scale management to grow that the farmers' enthusiasm for farming is low,and cultivated land is often idle.As the main direction of China's agricultural development in the future,the large-scale management of agricultural land is both necessary and feasible.Nevertheless,for small-scale farmers,to choose the appropriate development path in different management paths can realize the maximization of income and the minimization of cost.It can also achieve the organic connection between small-scale farmers and modern agriculture.There are different mechanisms for development;the operating characteristics of small farmers will lead to different transaction costs in different paths.Therefore,it is necessary to make a comparative study of different development paths in order to find out the lowest transaction cost and the largest profit.Based on the characteristics of farmer management,this paper compared the transaction costs of the different methods,and establishes a game model for in-depth comparative study,and then through the analysis of the actual cases of three places and four kinds of transaction paths,verifies the conclusions,and finally puts forward relevant policy recommendations.It is found that the transaction costs borne by small farmers are mainly market star transaction costs including information search,contract negotiation and supervision of implementation;the transaction costs borne by the new type of agricultural operation subject as a large-scale operator include both market transaction costs and management transaction costs;the government,as a public service provider,needs to bear management transaction costs when choosing to participate Easy cost and political transaction cost,no transaction cost is required when you choose not to participate.Then combined with the above analysis results,this paper compares the rural land transfer path under the government's non participation,the rural land trust path under the government's non participation,the rural land transfer path under the government's participation,and the rural land trust path under the government's participation,and draws the following conclusions:(1)whether the government chooses to participate in the large-scale development path of rural land,and whether the small-scale farmers and the business subjects undertake the following respectively The market-oriented transaction costs of the farmers have a great impact;(2)under the premise of the government's choice,there are different institutional arrangements between the farmland trusteeship and the farmland transfer.Choosing the path of farmland trusteeship will reduce the market-oriented transaction costs of the small farmers and the business subjects,and at the same time reduce the management-oriented transaction costs of the business subjects;(3)for the small farmers,the farmland trusteeship with the participation of the government The path can make the transaction cost of small farmers lowest.The possible innovations of this paper are as follows:(1)different from the existing research on the participation of farmers in the transfer of agricultural land,this paper separated small farmers from the farmers group,summarized their group management characteristics and served as the basis of the research,which broadened the research scope and enriched the research objects to a certain extent.(2)By comparing the transaction costs under different agricultural land scale management paths,this paper theoretically affirms that the government participation in agricultural land trusteeship is more suitable for small-scale farmers,defines the role of the government,fully performs the government functions,seeks to further reduce transaction costs and improve the willingness of small-scale farmers to participate in agricultural land scale management,to a certain extent,to make up for the shortcomings of existing research.
