Analysis On The Agricultural Laborers' Employment In Heilongjiang Province Under The Large-scale Land Transfer

At this stage,in order to promote the development of the socialistic market economy and modern agriculture,China vigorously advocated the large-scale land transfer,which changed Chinese agriculture from the traditional family-based operation to the large-scale operation.The large-scale agriculture operation is conducive to the optimal allocation of agricultural productive factors and the improvement of agricultural productivity,it is an important support for the urban-rural integration.At the same time,the agricultural productive mechanism,which is large-scale,industrialized and modern,became a new direction of agricultural production and management in China.The current phenomenon of agricultural laborers is the product of the large-scale agricultural operation.On the one hand,with the development of market economy and urban-rural integration,a large number of rural surplus labor migrated to urban secondary and tertiary industries,the “de-farming” of rural laborers provided preconditions for the large-scale land transfer,and the large-scale land transfer promoted the large-scale agricultural operation.On the other hand,the large-scale agricultural operation includes not only the agricultural production process,but also the pre-production and post-production links.Therefore,the large-scale agricultural operation entities need to employ agricultural Laborers to engage in agricultural productive activities and agricultural operating activities,and sources of agricultural laborers are internal laborers of the primary industry and some laborers returned from non-agricultural industries.Currently agricultural laborers have become the new option for rural laborers' employment.Firstly,the paper analyzed the logic of the large-scale land transfer and agricultural laborers,and situations,characteristics and problems of agricultural laborers in Heilongjiang Province.Then the factor analysis and binary logistic model were used to analyze the impact of agricultural laborers in Heilongjiang Province on the rural economic and social development and the willingness and factors of agricultural laborers in Heilongjiang Province.Results of the analysis showed that the impact of agricultural laborers in Heilongjiang Province on rural economic and social development is mainly reflected in the impact on farmers' income,the impact on farmers' living costs,the impact on agricultural productive level,the impact of agricultural laborers on the employed situation,the impact of agricultural laborers on the rural social stability and the impact of agricultural laborers on the rural democracy,and the impact on farmers' income is the most significant,and the impact on rural democracy is minimal.Among the influencing factors,the age,gender,and the situation of farmer's relatives engaged in agricultural laborers had the significant positive impact on the willingness of farmers in Heilongjiang Province to engage in agricultural laborers.The degree of education,the situation of non-agricultural skills,the number of family's laborers,agricultural acreage in family,the land transfer,the expected labor location and the expected labor wage had the significant negative impact on the willingness of farmers in Heilongjiang Province to engage in agricultural labo rers.The land transfer and the expected labor contract form did not pass the significance test.
