Manufacturing industry is a key industry in economic construction.Developed countries have issued policies to promote the development of manufacturing industry.China's economy is in the critical period of changing the development mode.Manufacturing industry is facing the problems of resources,environment and so on.The transformation and upgrading of manufacturing industry is inevitable.As a new driving force for high-quality economic growth,innovation has promoted the technological progress,transformation and upgrading of manufacturing industry.Technology innovation has become a new way of manufacturing industry development instead of resources investment.This paper studies innovation factors and innovation performance,analyzes the relationship between them,and evaluates manufacturing industry by measuring innovation efficiency.The main research contents are as follows:First of all,according to the existing relevant research,this paper analyzes the innovation factors and innovation performance,which includes three types: innovation resource investment,market environment,and basic conditions.Innovation performance can be divided into innovation output and input-output ratio according to different emphasis.Secondly,the paper qualitatively analyzes the relationship between innovation factors and innovation performance,selects representative quantitative indicators,and briefly analyzes the specific situation of manufacturing innovation factors and innovation performance in Chongqing.Factor analysis is used to reduce the type of quantitative indicators,and vector auto-regression(VAR)model is used to analyze the dynamic relationship between innovation factors and innovation performance.The results show that innovation resource investment has a long-term and stable positive role in promoting innovation performance,but there is a certain lag.The market environment has a significant positive impact on innovation performance in the short and medium term,and the impact gradually weakens with the increase of time.The basic conditions have a weak correlation effect on innovation performance.Finally,the paper studies the evaluation method of manufacturing innovation performance.From the perspective of input-output ratio,data envelopment analysis(DEA)is selected to evaluate the innovation performance of manufacturing industry.Thetraditional DEA model can not consider the internal structure of manufacturing innovation.According to the internal structure of manufacturing innovation,it can be divided into innovation research and development stage and achievement transformation stage.The two stages of DEA can open the internal structure of innovation,and the innovation process can be divided into two stages to calculate the innovation efficiency.At the same time,this paper considers the initial investment in the R&D stage and the sharing use in the achievement transformation stage of manufacturing innovation resources,and proposes a Two-stage DEA model with sharing investment.Using this model to evaluate the innovation performance of manufacturing industry in 30 provinces,the results show that the innovation efficiency of most provinces is higher in the stage of achievement transformation,but lower in the stage of R&D.Compared with the traditional DEA model,the improved model shows that the traditional DEA model has a higher evaluation of innovation efficiency in the R&D stage of manufacturing industry,while the difference in the evaluation of innovation efficiency in the achievement transformation stage is smaller.
