Today science and technology innovation which determines a region's competitiveness and development potential has become an inexhaustible motive force to promote economic and social development. The construction of regional innovation system has now become the top priority of regional science and technology work, and objective evaluation of innovation performance is an important part of construction of innovation system.This paper mainly evaluates the innovation performance evaluation of Hebei science and technology innovation system, analyses its problems and makes policy recommendations.Firstly, it overviews the current situation of regional innovation systems theory and evaluation in and out of the country, explains the basic concepts and basic theory of the regional scientific and technological innovation system, discusses the composition of regional scientific and technological innovation system, subsystem functionality and operating mechanism and innovation process (two phases of technology output and technological achievements transformation two phases), proposes the concept of innovation performance and the meaning of apprising it, which lay the theoretical foundation for the paper.Secondly, based on the present situation of Hebei province science and technology innovation system and the key factors impacting innovation performance, combined with the connotation of regional scientific and technological innovation system and the innovation process, according to the guiding ideology, principles of establishing indexes system, research content and existing research results, we design the evaluation indexes system of performance evaluation of Hebei science and technology innovation system, and establish a two-stage DEA model based on it. In order to give systemic, scientific and effective performance evaluation of Hebei Province science and technology innovation system, this paper selects the 11 cities of Hebei Province as well as 31 provinces (municipalities) of our country as a reference and measuring. It uses LINGO9.0 and DEA-SOLVER Software as evaluation tool. It separately evaluates the two-stage innovation performance of 11 cities of Hebei Province as well as the country's 31 provinces (municipalities), and obtains the efficiency of all stages ,the value of returns to scale, dual prices of input indicators, slack variables. Then it compares evaluation results, analyses reasons for the low innovation performance of DEA inefficient region, and calculates index adjusted values which make the inefficient into efficient.Finally, according to the above evaluation results, the paper mainly analysis performance of Hebei Province science and technology innovation system, identifies innovation barriers of Hebei science and technology innovation system and proposes policy proposals to improve innovation performance.
