In recent years,with the rapid development of China's economy,the process of urbanization has further accelerated,a large number of rural people have moved to cities,and the housing problem has become increasingly prominent.The rising price of homes has become increasingly daunting to people.In particular,low-income families are facing housing problems that they can neither afford to buy nor rent.Therefore,the Chinese government has continuously improved the housing support system and issued the "Guiding Opinions on Accelerating the Development of Public Funded Rental Housing" in 2010.In addition to low rent housing and affordable housing,public rental housing has been incorporated into Urban Housing Support System.In July 2017,Guangzhou issued the "Working Plan on Accelerating the Housing Rental Market in Guangzhou City",which sent "rental and purchase share the same rights" to the trending topics.In the context of "rental and purchase share the same rights",in contrast to China's public rental housing policy,there are some problems that still remain to be solved.Therefore,this article starts with the implementation of public rental housing policy,analyzes the problems that are existing in public rental housing policy in Yuhang District,and proposes corresponding solutions.Based on the research on the theory of adequate housing rights and the theory of welfare economics,this paper analyzes the public rental housing policy in Yuhang District.This paper firstly discusses the development process of Yuhang District's public rental housing policy from the initial stage of development to the extension stage,and then to the optimized stage,as well as the main content of Yuhang public rental housing policy.Secondly,in the context of "rental and purchase share the same rights",this paper analyses the effects of the implementation of the policies on public rental housing policies in Yuhang District in the following four stages:collecting application,reviewing application,rental pricing and exit.The effectiveness of the public rental housing policy in Yuhang District was evaluated through three criteria:fairness standards,policy response standard and policy benefit standards.The thesis explores the positive impact of "rental and purchase share the same right" n public rental housing policies in Yuang District,and also analyzes its challenges to public rental housing policies in five aspects.Finally,by drawing on the experience of public rental housing policies in Germany,the United Kingdom,and the United States,and combining with the actual development of Yuhang District,the suggestions for improving public rental housing policies in Yuhang District are put forward:Firstly,to make happen the sustainable development of public rental housing policy,by optimizing the design of the policy;the second is to improve related supporting systems to escort policy implementation;the third is to rationalize the management system and establish a long-term mechanism;the fourth is to increase publicity and guide the public to a rational consumption concept.
