Rural welfare homes and other old-age service facilities are an effective carrier for developing grass-roots old-age care services and a new way to encourage grass-roots old-age care services.To give full play to the role of rural blessed homes and further enhance the participation and satisfaction rate of the blessed homes,County C has handed over the rural happy homes to private non-profit L pension institutions for custody and operation,forming a unique rural blessed home operation mode.This way improves the quality and level of rural elderly care services,and realizes the rural happy home from "one benefit" to "multiple win-win",from a single pension to the combination of medical and nursing,from decentralized management to scale management,for the rural elderly to make full use of rural blessed homes and access to elderly care services provide convenience.This article focus on the theme of private trusteeship in rural blessed homes.With the background of giving play to the effectiveness of local old-age care services in rural blessed homes,it first introduces the development process of rural old-age care in County C and describes the development stage and achievements of rural old-age care in County C.Through questionnaire surveys and interviews with the elderly and non-residents in C County,the staff of the Happiness Home and department staff,the problems in the private trusteeship of the C County’ s Rural Happiness Home were explored and analyzed,especially in the in-depth analysis of reasons such as occupancy rate,management service quality,policy formulation,and implementation,working capital,etc.By drawing on the experiences of domestic Jinan,Hebei Julu,and other provinces and cities to promote grassroots pension service reform and Singapore and Japan’s advanced pension services The approach has put forward scientific and effective countermeasures from the perspectives of cognition,management,policy,and funding.This is very important for further promote the exploration of "old people have a place to support".
