| The development of the elderly care industry and elderly care service system has always been highly valued.The report of the 20 th National Congress of the Communist Party of China proposed,to implement the national strategy of actively responding to the aging of the population,develop the elderly care industry,optimize the services for the elderly,and promote the realization of basic elderly care services for all elderly people,we must adhere to people-oriented,serve the people,take a long-term view,plan systematically,plan as a whole,and implement comprehensive policies,not only improve the quality of life in an all-round way,but also strengthen our urgent expectations in a targeted way,Only in this way can we better meet the needs of hundreds of millions of elderly people for a better life and constantly enhance the sense of gain,happiness and security of the whole people.In 2021,the State Council printed and issued the "Fourteenth Five-Year Plan" for the Development of the National Aging Cause and the Elderly Care Service System,put forward measures to cope with the aging of the population,actively establish and improve a comprehensive,diversified,balanced and inclusive elderly care system,and strive to help the elderly enjoy high-quality and healthy life in their later years.This paper starts with the specific implementation policies of the elderly care homes for the needy,takes L County,a former deeply impoverished area,as the object,and uses the research methods of literature research,interview,observation,etc.,combined with domestic and foreign research materials,to conduct in-depth field surveys in L County to study the construction of the elderly care homes in L County,analyze the problems existing in the construction and management of the elderly care homes in the county,and put forward relevant suggestions and countermeasures.Through the research,we found that the problems existing in the construction and management of L County Nursing Home mainly include: low utilization rate of beds;The infrastructure is not sound;Lack of necessary psychological guidance;The service level of nursing staff is not high;The management and operation of the nursing home is not perfect.There are many reasons,including the elderly themselves,the government and society.By giving full play to the leading role of the government,we can improve the existing problems of L County nursing homes by comprehensively improving the institutional maintenance service capacity,promoting the transformation and upgrading of nursing homes,and introducing the intervention of social third-party forces.By establishing a stable financial investment mechanism,actively mobilize social forces,develop the institute-run economy,broaden funding channels,and strengthen funding security;Provide policy support and strengthen supervision;Vigorously develop the mode of "combination of medical and nursing";Pay attention to mental needs and strengthen psychological nursing;Building a professional team,improve the comprehensive quality of personnel,strengthen the linkage between departments,and form a caring force.Only in this way can we gradually improve the service quality of nursing homes,promote the equalization of basic public services in rural areas,accelerate the construction of a security and service system that conforms to the reality of L County,has the characteristics of L County,and conforms to the trend of population aging,and constantly make innovations and breakthroughs in the new era to improve the sense of access,happiness,and security of the elderly,so that the elderly can truly enjoy their old age and enjoy a happy old age. |
