Study On The Evaluation Of Implementation Of Urumqi BanFangGou County Rural Minimum Living Security Policy

Minimum living security system in rural areas in Xinjiang since 1999 since Shanshan pilot, expanding,by the end of 2011, in addition to Alaer City, Tukeshu and Wujiaqu, Xinjiang rural residents work has been achieved comprehensive coverage, despite a safety net for farmers covering Xinjiang has been formed, but there are still many issues that need research, policy analysis and evaluation of the implementation of yet.This paper takes Urumqi Ban FangGou County for example, field investigation of rural minimum living security policy in the implementation of the township, on the basis of policy performance evaluation of the experience of other scholars, from the economic base, security investment, improving the lives of the three aspects, the establishment of rural minimum living security policy implementation evaluation index system,the combination of the method of AHP and expert scoring, a comprehensive analysis of the status of implementation of the Xiang rural minimum living security policy.The results of the study show that the rural minimum living security policy of Urumqi BanFang Gou County implementation in good condition, the overall effect is satisfactory, but there still exist some problems, mainly in the economic basis of minimal assurance target is weak, low fiscal spending accounts for the proportion of local fiscal expenditure is low, low income households living level can be improved.Accordingly, also put forward some countermeasures, including: first, set reasonable standards of rural minimum living security costs; second, establish a long-term effective rural minimum living security fund raising mechanism; third, laws and regulations, the rural minimum living security policy implementation of the law; fourth, Improve the rural minimum living security system and other social relief measures; finally,is to make every attempt to improve the employment ability of security object.
