Analysis On The Effect And Satisfaction Of Industry Poverty Alleviation At Moyu County,in Xinjiang

Poverty is a long-term and historical problem,and industrial poverty alleviation is to solve the endogenous problem,make "blood transfusion" into "hematopoiesis ",the fundamental means of sustainable poverty eradication,is an important way to precision poverty alleviation,and plays an important role in winning the battle against poverty in China by 2020.Moyu County is located in the deep poverty area of three districts and three states,which belongs to the deep poverty county of the country.It is of great practical significance to study the effect of industry poverty alleviation in this area to get rid of poverty and become rich,to win the battle against poverty and to fight against poverty,and to maintain social stability and long-term stability in Xinjiang.Based on the theory of precision poverty alleviation,the theory of "growth pole" and the theory of participatory development,this paper first combs and evaluates the policy of industrial poverty alleviation documents and literature research at home and abroad,defines the concept of poverty and industrial poverty alleviation;secondly,combs and analyzes the poverty situation in Moyu County,Xinjiang,Xinjiang and the poverty alleviation situation in the first and third industries,and puts forward some specific problems;thirdly,it constructs the evaluation index system of industrial poverty alleviation in Moyu County through macro and micro data,and evaluates the effect of industrial poverty alleviation in Moyu County by using fuzzy comprehensive evaluation method and satisfaction analysis method in order to see the effect of industrial poverty alleviation in Moyu County;finally,Based on the analysis of effect evaluation,the conclusion is drawn,and the countermeasures and suggestions to solve the problem are put forward.Through the empirical analysis,the following main conclusions are drawn :(1)the incidence of local poverty is decreasing year by year,and the income of both the economy and the poor households is on the rise.(2)the results of the effect evaluation analysis are as follows: the effect of industry poverty alleviation in Moyu County has achieved initial results,and the overall effect is better.Through the evaluation and analysis of the subsystem and the whole system of the evaluation index system of industry poverty alleviation,the results show that the expected goal of industry poverty alleviation is achieved.(3)The evaluation results of poor households' satisfaction with industrial poverty alleviation projects are as follows:the overall satisfaction with the implementation of cooperative projects is higher,the satisfaction degree of employment entrepreneurship farmers market project implementation is second,and the satisfaction degree of rabbit industry is lower.(4)from According to the comprehensive analysis of effect evaluation and satisfaction evaluation,the overall effect of industry poverty alleviation in Moyu County is better,but there are still many problems to be solved in the process of industry poverty alleviation.On the basis of this,the following suggestions are put forward: first,the government should step up policy propaganda,improve the organizational mechanism,improve the efficiency of industrial poverty alleviation and popularize policy knowledge;second,it should focus on supporting the important position of leading enterprises,activate the driving capacity of local leading enterprises and make them fully play their role;third,it should base itself on the local leading industries and and speed up the progress of industrialization;fourth,the government should not only give full play to the main role of poor farmers to increase endogenous power,but also adhere to the "support wisdom,support the spirit ",make " blood transfusion " into " hematopoiesis ",accelerate the work of industrial poverty alleviation,with a view to ensuring that the arduous task of overcoming poverty is completed on schedule by 2020 Services.
