Our government's investment in scientific research has increased substantially in recent years.In contrast,the pace of transformation of scientific research management system and mode is lagging behind.Some scientific research management systems formed in our planned economy have become an important factor that constrains the development of scientific research at high levels.In the era of knowledge-dominated scientific and technol ogical development,how to stimulate the potential of knowledge-based talents has become the primary goal of the development of our scientific research institutions.In order to further adapt to the strategy of rejuvenating the country through science and education and improve the level of scientific research in China,scientific research in stitutions,as the main force of scientific research,must have reasonable and effectiveinc entives in place.Research Institute S,as a well-known scientific research institution in Liaoning Province,has always been at the top among similar research institutes in its research achievements.However,,there has been an obvious downward trend in recent years.Through investigation,it is found that the existing incentive plans of Research Institute S can not effectively stimulate staff talents,and can not fully adapt to the current devel opment situation.In order to maintain a high level of scientific research capacity,Research Institute S must constantly improve its incentive plans by learning from other scientific research ins titutions nationwide,and find an incentive plan that is most suitable to itself.It would be difficult for Research Institute S to advance in research achievements without a good in centive plan in place.By means of questionnaires and interviews,this paper investigates the demand degree of motivation factors,satisfaction degree of motivation factors and the causes of job-ho pping intention of the staff at Research Institute S,based on comprehensive understandings of the external macro-environment of the institute.This paper illustrates and analyses the problems in the current incentive system at Research Institute S in three aspects:salary incentive,cultural atmosphere and organization.For example,the current salary incentive system at the institute is unreasonable,and there are some problems such as the unreasonable salary incentive,the lack of spiritual and cultural incentives for staff diversification,and the insufficient incentive design at the management level.From studies of the incentive plans currently implemented at other scientific research institutions in China,this paper proposes that the improvements on incentives at Researeh Institute S can be made from "improving salary ineentives","achieving people-oriented" incentives" and "strengthening organizational structure incentives".
