Research On Guian New Area's Land Use Structure

In the context of protecting cultivated land,the expansion of construction land driven by population growth and economic development is constrained,and the contradiction between development,land and ecology is gradually escalating.On one hand,the construction land is used inefficiently.In a decade from 2008 to 2017,the total amount of urban construction land area increased from 39,100 square kilometers to 55,200 square kilometers,which grow by roughly 40.9% while urban population only grow by 22.4% according to Urban and Rural Construction Statistical Yearbook of 2017.On the other hand,in order to adjust the imbalance between the evolution land structure in large cities and its slow transformation of city functions,newly established urban eras emerged.Yet as the new urban area start as a sparsely populated zone and its land is normally being used in an extensive way at first,it has resulted in quite a few problems such as unscientific spatial structure.At the same time,terrible traffic,inappropriate social policies and environment pollution come constantly.The conflict between land resource restrictions and waste is an unavoidable problem in the construction of new cities.Obviously,through optimizing the structure of urban land using,a breakthrough guiding to intensive use of land and resolving conflicts between people and land could be expected.This paper aims to analyze the structure of land use in Gui'an New Area.It firstly analyze the land structure types with the data of 78 cities as the sample of decision-making units by equilibrium structure method.Secondly it select the land area in Gui'an New Area of different functions as the input index,urban population,temporary population and GDP as the main output index to establish a DEA model,which quantitatively analyze the efficiency of land using in Gui'an New Area.At last,by comparing with some typical cities in 78 samples and taking Gui'an New Area's natural conditions into consideration,this article will further discuss the methods to better optimize the structure of urban land use and put forward specific countermeasures to improve the efficiency of land using in Gui'an New Area.Themain conclusions are as follows:1.the planning on the structure of land using is relatively effective;the planning area and proportion of public management and service land,green and square land,city traffic land are reasonable;the land proportion of residence,industry and public facilities is relatively low while land for commerce and service,logistics and storage is too high;and the spatial layout needs to be optimized.2.It is recommended to increase residential land and industrial land while maintaining the original construction land size of 123.83 square kilometers and reduce the land for commerce and service,logistics and storage so as to keep the overall high efficiency in land using.
