Rural collective construction land is an important part of construction land in China,Its resource value and asset value have become increasingly prominent.In 2015,China selected Zezhou County as one of 33 pilot sites,It belongs to one of the "three-land reforms" of the national rural land system.According to the actual conditions of this county,Zezhou County is looking for a way to meet its entry into the market,It is beneficial to the reform of the rural land system in this county,solving the problem of fair distribution of the interests of the state,collectives,and individuals,reducing the demand pressure on urban construction land,and promoting the optimal allocation of land resourcesFirst of all,this paper uses the experimental site of Shanxi Zezhou as a research area,and through field surveys of 22 administrative villages where the Kongjiao Village and Xichong Village are located in the area,and thus obtains information on the status of the parcels entering the city,the transaction status,and the process of entering the market.The study finds that:The preliminary results achieved in the market mainly include invigorating the stock of land assets,optimizing the environment for attracting investment,increasing the collective income of the village,releasing the benefits of comprehensive reform,and promoting the upgrading of the industrial structure;at the same time,the potential risks of its entry into the market are widespread in the invisible market.The regional characteristics are obvious,the income distribution mechanism is not perfect,and farmers are in a weak position in participating in the marketSecondly,this paper analyzes the influencing factors of entry into the market from two aspects dynamic factors and restrictive factors.Using the ISM model from property rights factor,market factor,income distribution,agents,legal policy factors in five aspects:the selection of 14 indexes to analyze market factors,the 4 order restraining factor hierarchical structure model,the study indicates that the levels of factors restricting the market practiceFinally,from the aspects of deepening the reform of land property rights,perfecting the construction of transaction services platform for entering markets,establishing a scientific pricing system for entering the market,differently levying adjustment funds for classification and classification,and paying attention to protecting the disadvantaged status of farmers,etc.,the suggestions are proposed to improve the pilot work into practice recommendations.
