The report of the 19th National Congress of the Communist Party of China pointed out that"adhering to the new development concept of socialism with Chinese characteristics and promoting the simultaneous development of new industrialization,informationization,urbanization,and agricultural modernization" is an initiative to participate in and promote the process of economic globalization,and continuously strengthen China's economic strength and comprehensiveness.The only way for national strength.From the reality of the late start of China's informatization construction,the coordinated development of urbanization,industrialization and agricultural modernization is the important basis for the simultaneous development of the "four modernizations",and the transformation of China's economic development mode and the promotion of sustained economic health growth has important implications.At present,the level of development of urbanization,industrialization and agricultural modernization in various regions of China and the level of coordinated development are still relatively large.The development level of "three modernizations" in the developed areas of eastern China is close to saturation,and the development speed is gradually slowing down.The western part of China,which is known as the "economically underdeveloped area",is accompanied by the continuous development of the economy,its urbanization,industrialization and agriculture.The modernization process is still accelerating and moving forward.Therefore,the analysis of the coordinated development of urbanization,industrialization and agricultural modernization in the western region of China in the past decade is conducive to a better understanding of the evolution of the "three modernizations" in the western region and the development trend of the western region's economy,and to promote the western region in a targeted manner.The process of new urbanization,new industrialization and agricultural modernization in the region and the level of coordinated development have helped China transform its economic growth mode.Based on this,this paper takes the 12 provinces,autonomous regions and municipalities directly under the Central Government from 2007 to 2016 as the research object,and builds a new evaluation index system for the coordinated development of urbanization,new industrialization and agricultural modernization,and uses the comprehensive evaluation model to measure the provinces,autonomous regions and municipalities in western China.The development degree and coordinated development degree of "three modernizations" will be used to evaluate and compare and analyze the new urbanization,new industrialization,agricultural modernization development level and the coordinated development level of "three modernizations" in all provinces,autonomous regions and municipalities in the west;followed by the use of the gray system GM(1,N)model and principal component regression model have studied and analyzed the influencing factors of the coordinated development level of "three modernizations" in the western region.Through empirical analysis of western China,the following conclusions can be drawn:(1)From 2007 to 2016,the development level of new urbanization and the level of agricultural modernization in the western region continued to increase steadily,and the level of development of new industrialization showed a volatility,and the development speed was agricultural modernization>new urbanization>new industrialization.By 2016,the overall level of new urbanization development in the western region is higher than that of newindustrialization,and the level of agricultural modernization development lags behind new industrialization.The development of the three subsystems of "three modernizations" is not synchronized,and the development gap between the various regions in the west is large,but there is a gradual slowdown.(2)By 2016,the western region as a whole has entered the primary coordination state in 2016 from the end of 2007,and is moving towards intermediate coordination.So far,the 12 provinces,autonomous regions and municipalities in the west have no areas of dysfunctional development,and they have entered a state of coordinated development.However,most regions are still in a state of primary coordination and reluctance to coordinate,and still need to develop vigorously.(3)The different subsystems of the provinces,autonomous regions and municipalities in the west have different driving and hindering effects on the coordinated development of "three modernizations",and the degree is also different.New urbanization and agricultural modernization have played a driving role in the coordinated development of "three modernizations" in most regions,while the driving force of new industrialization is not optimistic,and even hinders some provinces.(4)Among the main indicators affecting the development level of "three-oriented",the proportion of industrial enterprises' R&D expenditure,per capita effective irrigated area,and non-agricultural output value has the greatest impact on the coordinated development of "three-oriented" in the western region.Finally,according to the conclusion of this study,this paper puts forward corresponding suggestions for promoting the coordinated development level of "three modernizations" in western China.
