With the complexity of the world situation and increasingly fierce competition in comprehensive national strength,innovation driven has become the only way to promote economic growth.However,as far as the current status of China's innovation development is concerned,although the investment in innovation resources,capital,human resources and other aspects is increasing,the degree of transformation of innovation achievements is still at a low level,and the efficiency of innovation input and output has not been effective balanced.As an important part of the construction of an innovative country,the construction of a regional innovation system is a key link to promote the development of regional economy development and stimulate the vitality of regional innovation.Therefore,digging out the influencing factors of regional “Industry-University-Research +”(IUR+)collaborative innovation efficiency and promoting the balanced development of regional innovation are of great significance for optimizing the regional innovation system and realizing the innovation-driven development strategy.This paper divides the innovation process into two stages: innovation research and development and innovation output,constructs different indicator systems,and uses the DEA-BCC model and DEA-Malmquist index model to analyze the IUR+ collaborative innovation efficiency of four major economic regions in the eastern,central,western and northeastern of China by static and dynamic analysis in the evaluation of regional innovation efficiency,and then according to the analysis result,the influence factors of innovation efficiency in each region are studied in detail by constructing spatial econometric model.The static analysis of innovation efficiency shows that the innovation efficiency in both stages islow,and the innovation efficiency in the stage of innovation output is lower than the stage of innovation research and development.The dynamic analysis results show that the average total factor productivity in the innovation research and development stage is 1.022,which shows a trend of increasing efficiency.The total factor productivity of the innovation output stage is 0.874,which is in a negative growth.At the level of spatial correlation,both the innovation research and development and innovation output stages show spatial correlation,and the innovation output stage is better than the innovation research and development stage,but most of them are reflected in the aggregation of the first and second quadrants,indicating that the ability to drive innovation efficiency space is still insufficient.As for the influence factors of regional innovation efficiency,the stage of innovation research and development shows a more significant state than the stage of innovation output.In the stage of innovation research and development,the real GDP per capital of each region has a significant effect on the eastern,central and western regions,and except for the eastern region,all of them have negative influence,which shows that the overall innovation environment in the central and western regions is poor.In the stage of innovation output,except the eastern region,financial and other investment channels all show a positive influence,and the proportion of traffic road area shows a negative influence on the four economic regions.
