Study On Budget Implementation Of Geological Survey Project Of Unit Z And Countermeasures

The geological survey project plays an important and fundamental role in the implementation of the major national strategy.In order to support the implementation of the major national strategies,the central government invests a lot of funds in geological survey every year.However,under the background of severe national financial revenue situation and outstanding financial balance pressure,it is particularly important to do a good job in the budget implementation and management of geological survey projects,so as to maximize the benefits of financial funds.In recent years,according to the adjustment of national strategy,Z unit has continuously adjusted its business direction.The number of geological survey projects undertaken by Z unit has increased year by year,and the project funds have increased dramatically.In the face of the changes in the total amount of projects and funds,some problems in the budget implementation work of Z unit are gradually highlighted.Through literature research and statistical analysis,this paper finds that the main problems in the process of budget expenditure of geological survey project are the slow progress in the implementation of the project work funds and carry over funds,the inconsistency between the budget expenditure and the field work rules of the project,the imbalance between the implementation of subjects in the project,and the role of the project budget expenditure plan in the form.And use the project management theory,comprehensive budget management theory,central department budget project expenditure budget management requirements and so on,analyze the causes of the problems,mainly because the technical scheme is not implemented due to the insufficient demonstration of the working methods used in the preparation of the technical scheme;the quality of the budget preparation is low due to the quality of the budget preparation reviewers and other factors;the budget management is nothing Information system of pre-warning and control;imperfect budget implementation assessment methods,etc.Finally,it puts forward corresponding optimization suggestions,such as the implementation of the project technical plan;the establishment of a special budget management working group to improve the budget management organization structure;the improvement of the budget implementation assessment methods;the management and service departments perform their respective duties to fully guarantee the budget implementation;the exploration of the development of the budget pre-warning,control information system,etc.
